It has been a long time since one has heard about the controversy over constitution of select committees of the Andhra Pradesh state legislative council to study the AP decentralisation of capital bill and APCRDA (Repeal) Bill, which were held up in the council after being passed in the state assembly.
There had been a stalemate over the formation of select committees, as the legislature secretary had rejected the file sent by state legislative council chairman M A Shariff in this regard. The chairman wrote to Governor Biswabhushan Harichandan to take action in this regard.
Later, Telugu Desam Party MLC Deepak Reddy filed a petition in the state high court seeking its intervention in appointing the select committees on three capitals and repeal of CRDA. The high court took up the petition for hearing on Tuesday.
Deepak Reddy argued that the committees with eight members were not formed despite a resolution passed by the council.
He alleged that council secretary had openly defied the orders of the council chairman under instructions from the ruling YSR Congress party.
He reminded that the term of legislature council secretary was also extended as a quid pro quo gesture for supporting the government.
Deepak Reddy mentioned council secretary, state government and assistant secretary as respondents in the case.
