Jagan Revives Capital Debate With “MA-VI-GUN” Proposal Sparks Political Row

YS Jagan Mohan Reddy addressed public representatives and party cadre from the Tadepalligudem Assembly constituency at his Tadepalli residence earlier today.

During the meeting, he once again reiterated his strong criticism of Amaravati and continued to promote his “MA-VI-GUN” concept as an alternative development model.

He stated that even if ₹2 lakh crore were invested in Amaravati, it would still take nearly two decades to develop into a functional capital. In contrast, he argued that allocating just 10% of that amount to the “MA-VI-GUN” model could generate large-scale employment opportunities locally for the youth.

Setting aside the debate over which proposal is better, the sudden shift in narrative has once again drawn political attention. The discussion has moved rapidly from earlier proposals around Visakhapatnam as an administrative hub to the newly introduced “MA-VI-GUN” concept.

Back in December 2019, Jagan Mohan Reddy had announced the idea of three capitals in the Assembly. However, critics point out that there were no prior consultations within the party or government before that announcement.

The “three capitals” proposal later became a major political talking point, with Visakhapatnam widely seen as the central focus. The YSR Congress Party faced setbacks in several regions, including Visakhapatnam, in the 2024 elections.

Since then, there had been little public discussion from Jagan on either Visakhapatnam or the three-capitals model. Recently, however, he reintroduced the “MA-VI-GUN” concept during a press meet, sparking fresh debate.

Party insiders have also stated that the idea has not undergone structured internal discussion, with some suggesting it is largely his own initiative.

Critics argue that such a significant decision—one that could shape the state’s future for generations—requires broader consultation and clearer justification. They also question the lack of consistency in the evolving capital development narrative.

The debate continues over whether “MA-VI-GUN” is a practical alternative or another political repositioning in the ongoing capital city discussion.
