Mexico Strengthens Sovereignty with Tougher Laws on Foreign Interference

Mexico City, Feb 21 (IANS) – Mexican President Claudia Sheinbaum has signed two constitutional amendments aimed at reinforcing national sovereignty and enforcing stricter penalties on foreigners engaged in illegal activities within Mexico.

This move comes in response to Washington’s recent decision to classify six Mexican drug cartels as “terrorist organizations,” a designation that could potentially lead to expanded US legal and military actions against them. Addressing the issue, Sheinbaum asserted that while the US is free to label entities as it sees fit, Mexico remains committed to collaboration and coordination—without subordination, intervention, or invasion.

“We want to make it clear that we do not negotiate sovereignty,” Sheinbaum declared from the National Palace. “This cannot be an opportunity for the US to violate our sovereignty.”

One of the amendments, modifying Article 40 of the Constitution, explicitly states that under no circumstances will Mexico tolerate foreign interventions that threaten its integrity, independence, or sovereignty. This includes coups, election interference, or territorial violations by land, sea, air, or space. Additionally, it bars foreign authorities from conducting investigations or prosecutions within Mexico without direct approval from the Mexican government.

Another amendment to Article 19 enforces the maximum penalty and mandatory pretrial detention for any foreigner involved in arms trafficking or any activity that undermines Mexico’s sovereignty as outlined in Article 40.

Sheinbaum also reaffirmed that Mexico’s foreign ministry is expanding its lawsuit against US gun manufacturers and distributors, accusing them of facilitating the illegal flow of weapons into Mexico. This issue was acknowledged by the US Department of Justice earlier this year.
