Freedom of speech under massive attack: Musk on X ban in Brazil

San Francisco, Aug 31 (IANS) Tech billionaire Elon Musk on Saturday said that freedom of speech is under massive attack around the world, after Brazil’s Supreme Court Justice Alexandre de Moraes ordered to block his social media platform X nationwide.
The order came after the company refused to appoint a legal representative in the country.
Musk hit back, saying they are shutting down the “top source of truth” in Brazil.
“The oppressive regime in Brazil is so afraid of the people learning the truth that they will bankrupt anyone who tries,” said the billionaire.
“Just a reminder that you can always access this platform via X.com, even on your phone. No app is needed. Now would also be a good time to download a VPN in case you get blocked,” the X owner told his millions of followers.
Musk-owned X has been in conflict with de Moraes for months over the platform’s refusal to comply with court orders to remove profiles that promote coup-related content or undermine democracy, Xinhua news agency reported.
The Brazilian Supreme Federal Court has also ordered X to pay fines amounting to 18 million reais (about $3.2 million) for non-compliance.
De Moraes said that X has facilitated “the actions of extremist groups and digital militias, enabling the spread of Nazi, racist, fascist, hateful, and anti-democratic speech”, particularly ahead of the upcoming elections.
The Brazilian judge also instructed the country’s National Telecommunications Agency (Anatel) to block access to X within 24 hours. Apple and Google have been given five days to remove the X app from their online stores.
Musk said: “Free speech is the bedrock of democracy and an unelected pseudo-judge in Brazil is destroying it for political purposes”.
Laos keeping close eye on rising water levels in Mekong River

Vientiane, Aug 31 (IANS) Laos has been keeping a close eye on the Mekong River and its main tributaries as water levels have risen after continuous rainfall, with people living near them preparing for flooding.
The water level in the Mekong River in Lao capital Vientiane was recorded at 11.80 metres on Friday, exceeding the warning level of 11.50 metres, and nearing the danger level of 12.50 metres, according to the Department of Meteorology and Hydrology under the Lao Ministry of Natural Resources and Environment, Xinhua news agency reported.
The river has been rising rapidly since August 23, reaching alarming levels on August 28. If the level rises to 12 metres, more riverbank communities will face the prospect of flooding.
Local authorities were working to prevent flooding, with sandbags being laid along the riverbank where flooding is most likely to occur.
Kannika Phathanou, a 20-year-old student, told Xinhua on Friday that it was important to keep track of forecasts, so everyone can prepare to cope with storms and prevent the impacts of floods promptly.
“I really enjoy the glowing sunset on the Mekong River, so I usually come here twice a week with friends,” said Kannika.
“I have to say that the rising water in the river makes the view of sunset here more beautiful but terrifying at the same time. During the rainy season, we need to be alert at the time, especially for people living in low-lying areas near the river.”
The weather bureau has warned of possible floods as heavy and light rains with occasional wind gusts will continue across the country, and many areas have experienced flooding because of prolonged heavy rainfall.
From July 18 to August 21, a tropical depression and Prapiroon storm brought heavy rainfall to many parts of Laos, affecting more than 36,200 people across the Southeast Asian country.
Chintana Noymeuang, a 38-year-old woman living in Vientiane, expressed sympathy to business owners along riverbanks, adding that they have to keep a close eye on the river level every day.
“The Mekong riverside is the most scenic part of Vientiane, and people love to walk along the riverbank in the morning and evening. There is a good business opportunity there, but business people have to deal with the prospect of flooding in the rainy season,” Chintana told Xinhua.
Namwan, a woman who comes to the riverside four days a week for jogging, said that everyone should stay informed about local weather conditions.
She said relevant sectors should work urgently to provide accurate information to people living in risk areas to ensure they can take precautionary measures.
During the government’s monthly meeting for August, Prime Minister Sonexay Siphandone said the government plans to address the impacts of natural disasters caused by heavy rains through more rapid and efficient distribution of relief supplies for affected people.
The Ministry of Energy and Mines has issued a notice to mining companies in Laos, advising them to monitor the level of chemical residues and sediment that collects in the rainy season.
The notice also urged companies to effectively deal with any flooding and landslides that occur and may affect their operations.
The ministry asked mining companies to carry out thorough checks of chemical deposits to ensure that the items would not cause any damage or flow into surrounding areas.
Japan seeks record defence budget for fiscal 2025 despite concerns

Tokyo, Aug 31 (IANS) Japan’s Ministry of Defense has submitted a record-breaking defence budget request of 8.54 trillion yen (about US$59 billion) for the fiscal year of 2025.
The request on Friday marked the first time the country’s defence budget request has surpassed the 8-trillion-yen mark, reflecting the government’s intensified focus on enhancing its military capabilities, Xinhua news agency reported.
The defence budget for the fiscal period that begins in April places significant emphasis on boosting Japan’s so-called “counterattack capabilities.”
The defence ministry plans to allocate 970 billion yen to enhance Japan’s long-range defence capabilities, which include the deployment and mass production of various long-range missiles.
An additional 323.2 billion yen would be set aside for the development of a satellite constellation system that aims to deploy multiple small satellites capable of detecting and tracking warships, vessels, and missiles, local media reports suggest.
Furthermore, 3 billion yen would be invested in deploying self-destruct drones for Japan’s Ground Self-Defense Force.
The proposed expansion of Japan’s military capabilities has raised concerns domestically and internationally. Japan’s push to develop the capability to strike enemy bases marks a departure from its post-war pacifist constitution, which adheres to an “exclusively defence-oriented policy,” reports Xinhua news agency, quoting Japanese newspaper Tokyo Shimbun.
Such a shift is seen as potentially sparking an arms race in the region, which could destabilize the regional security landscape, the report added.
At the end of 2022, the Fumio Kishida government, despite widespread opposition, forcefully updated three security and defence-related documents, including the National Security Strategy.
The government also plans to allot about 43 trillion yen to defence outlays from fiscal 2023 through 2027, nearly 1.6 times the amount over the previous five-year period. ($1 equals 146.21 Japanese yen).
