Governor steps in to save Telangana, Chief Minister still missing in action

Share

The government of the state of Telangana continues to deal with Coronavirus in a very inefficient and indifferent manner. A few days ago, a medical bulletin was released by the government, stating the number of new infections in every district of the state. The medical bulletin also mentioned that one private laboratory reported erroneous results, which has to be looked into. The name of the private laboratory, or any information regarding what has happened after that has not yet been released for the public to know.

On the other hand, the state of Telangana continues to test very few samples in a single day, despite the many warnings of the High Court. Neither a list of containment zones has been provided, nor detailed information about the number and kind of Coronavirus cases in the state has been provided yet. Without any kind of information being released for the public to know, it will be very difficult to stay out of harm’s way.

Sadly, Chief Minister K. Chandrasekhar Rao (KCR) hasn’t responded to the situation of Coronavirus in the state, nor did he take any actions necessary to control the spread of the virus in the state, especially in Hyderabad. Thankfully though, the Governor of Telangana State, Dr. Tamilisai Soundararajan has now tweeted, saying that she would be interacting with private hospitals tomorrow. She also stated that she would get into public grievances for redressal from them on beds, billings, etc., and would try to establish successful public-private participation for the proper eradication of Coronavirus in the state.

It is finally nice to see that someone is stepping up to save the state when the government has been miserably failing to do so. There is no clarity over why the Chief Minister hasn’t yet responded to the situation of Coronavirus, and why he isn’t taking proper action to save the state from a large scale calamity.

If the situation is mis-managed anymore, things will soon get ugly and out of hands. Let us all hope that the Governor will finally be able to do what the government has failed to do so far.

Trump-connected lobbyists reap windfall in federal coronavirus aid

Share

WASHINGTON: Forty lobbyists with ties to President Donald Trump helped clients secure more than $10 billion in federal coronavirus aid, among them five former administration officials whose work potentially violates Trump’s own ethics policy, according to a report.

The lobbyists identified Monday by the watchdog group Public Citizen either worked in the Trump executive branch, served on his campaign, were part of the committee that raised money for inaugural festivities or were part of his presidential transition. Many are donors to Trump’s campaigns, and some are prolific fundraisers for his reelection.

They include Brian Ballard, who served on the transition, is the finance chair for the Republican National Committee and has bundled more than $1 million for Trump’s fundraising committees. He was hired in March by Laundrylux, a supplier of commercial laundry machines, after the Department of Homeland Security issued guidance that didn’t include laundromats as essential businesses that could stay open during the lockdown. A week later, the administration issued new guidance adding laundromats to the list.

Dave Urban, a Trump adviser and confidant, has collected more than $2.3 million in lobbying fees this year. The firm he leads, American Continental Group, represents 15 companies, including Walgreens and the parent company of the Ultimate Fighting Championship, on coronavirus issues.

Trump pledged to clamp down on Washington’s influence peddling with a “drain the swamp” campaign mantra. But during his administration, the lobbying industry has flourished, a trend that intensified once Congress passed more than $3.6 trillion in coronavirus stimulus.

While the money is intended as a lifeline to a nation whose economy has been upended by the pandemic, it also jump-started a familiar lobbying bonanza.

“The swamp is alive and well in Washington, D.C.,” said Mike Tanglis, one of the report’s authors. “These (lobbying) booms that these people are having, you can really attribute them to their connection to Trump.”

The White House did not respond to a request for comment.

Shortly after Trump took office, he issued an executive order prohibiting former administration officials from lobbying the agency or office where they were formerly employed, for a period of five years. Another section of the order forbids lobbying the administration by former political appointees for the remainder of Trump’s time in office.

Yet five lobbyists who are former administration officials have potentially done just that during the coronavirus lobbying boom:

— Courtney Lawrence was a former deputy assistant secretary for legislation in the Department of Health and Human Services in 2017 and 2018. She became a lobbyist for Cigna in 2018 and is listed as part of a team that has lobbied HHS, Centers for Medicare and Medicaid Services and at least two other agencies. Cigna did not respond to a request for comment.

— Shannon McGahn, the wife of former White House counsel Don McGahn, worked in 2017 and 2018 as a counselor to Treasury Secretary Steven Mnuchin. She then joined the National Association of Realtors as its top lobbyist and is listed on disclosures as part of a team that has lobbied both houses of Congress, plus six agencies, including the Treasury Department. The Realtors association did not respond to a request for comment.

— Jordan Stoick is the vice president of government relations at the National Association of Manufacturers. Stoick’s biography on NAM’s website indicates that he is “NAM’s lead lobbyist in Washington,” where he started working after serving as a senior adviser in the Treasury Department. Disclosures indicate that Stoick and his colleagues lobbied both houses of Congress plus at least five executive branch agencies, including Treasury.

“NAM carefully adheres to the legal and ethical rules regulating lobbying activity, including ensuring that its employees comply with all applicable prohibitions on contacting their former employers,” Linda Kelly, the organization’s general counsel, said in a statement.

— Geoffrey Burr joined the firm Brownstein Hyatt after serving as chief of staff to Transportation Secretary Elaine Chao. The firm’s lobbying disclosure for the first quarter of 2020 includes Burr on a list of lobbyists who contacted the White House and Congress on coronavirus-related matters on behalf of McDonald’s.

— Emily Felder joined Brownstein Hyatt after leaving the Centers for Medicare and Medicaid Services, where she worked in the legislative office. Felder is listed on a disclosure from the first quarter of 2020 that shows she was part of a team that lobbied Congress and the White House.

A spokeswoman for the firm said both Felder and Burr abide by the Trump administration’s ethics rules, which limit their lobbying to the House and the Senate.

“We are confident that our lobbyists are in compliance with all lobbying rules and applicable prohibitions and did not violate their Trump Administration pledge,” spokeswoman Lara Day said in a statement.

Public Citizen’s Craig Holman, who himself is a registered lobbyist, said the group intends to file ethics complaints with the White House. But he’s not optimistic that they will lead to anything. Last year, he filed more than 30 complaints, all of which were either ignored or rejected.

“There does not appear to be anyone who is enforcing the executive order,” Holman said.

Telangana To Use 2-BHK Houses As Quarantine Facilities?

Share

The Telangana government, which is witnessing a surge in the number of Covid-19 positive cases, has begun focusing on alternate quarantine facilities to accommodate asymptomatic patients and others having mild symptoms. These quarantine facilities are for those who do not have the facility to observe home isolation or home quarantine, due to lack of separate rooms and bathrooms in their houses or flats.

By doing this, the government intends to reserve the state and private hospitals for the more critical patients and also check the spread of Coronavirus.

During the recent visit of the Central team to Hyderabad, the officials discussed providing quarantine facilities to Covid-19 patients in government offices and housing complexes. In the backdrop of such a situation, the officials are contemplating to use the double bedroom houses built for distribution to the poor as quarantine facilities.

Meanwhile, there is another question if the 2-bedroom houses could be used as quarantine facilities because they do not have drinking water, drainage and electricity supply.

There is information that the state government wants to set up quarantine facilities away from the hustle and bustle of the city, in the vacant government lands on the outskirts of the city, so that there are less chances of infection to others.

The state is registering a minimum of 700 cases per day and a majority of them are being reported from the GHMC limits. As of Monday, there are 10,000 active cases in the GHMC limits and a majority of them are in home quarantines.

Of these, many are being asymptomatic and showing mild symptoms. If all the patients are admitted to hospitals, then the more critical cases cannot be accommodated in the healthcare facilities, a doctor pointed out. “It is for this reason, we are suggesting home quarantine for many,” he added.

The government is also of the opinion that Covid-19 positive cases would increase with each passing day and there will be a need to provide more space in hospitals for them.

In the wake of the increasing number of cases and necessity to care of the patients, Telangana Institute of Medical Sciences (TIMS) at Gachibowli has been brought to use.

It is learnt that more than 70 per cent of the people in Hyderabad adjust in 2-3 room houses and also have single bathroom facility. In case of families living in congested houses, providing a separate room and bathroom during the quarantine period will prove a trouble to other family members. If the patients are not provided separate facilities, then there is risk of more and more people getting infected and even falling prey to the virus, as they come in contact with the patients at one point or the other.

The idea to utilise the 2-bedroom houses as quarantine facility has come to the fore even before the government has planned to open TIMS for Covid-19 patients.

As of now, as many as 8,800 2-BHK houses are ready to accommodate people and another 20,000 are likely to get ready in the near future. If these houses have to be used as quarantine centres, the government has to provide drinking water, drainage and sewage facilities on a war-footing.

Schools In AP To Reopen From July 13th

Share

The Andhra Pradesh government has decided to reopen schools all over the state from July 13th. This is a surprising move by the YCP government as earlier the Union Human Resource ministry has said that all the schools would reopen after August 15th.

Initially the YCP government fixed August 3rd as the date for reopening of schools and CM Jagan wanted to launch his YSR Vidhya Kanuka scheme too on the same date. But the government changed its mind and brought the date much closer. It is just a week away from now and it is yet to be known whether YSR Vidhya Kanuka would be launched from July 13th.

As per the government sources, the primary schools will conduct classes once in a week while upper primary and higher school classes will hold twice in a week in the state with restrictions and Covid-19 protocols in place.

Also the YCP government would be introducing bridge courses for students while all the Headmasters and Teachers of all the schools all over the state were asked to update all the registration of students on or before July 10th.

We have to see if the Union HRD intervenes in AP government’s decision as the Covid-19 situation is getting worrisome in the state.

Encouraging operators not to use Huawei for 5G, France cybersecurity head says

Share

Paris: China’s Huawei is not totally banned from France’s next-generation 5G wireless market, but French operators using them will only get limited licences, the head of the national cybersecurity agency told Les Echos newspaper Sunday.

The comments were the latest development in the controversy over Huawei’s involvement, after several Western nations barred the company from participation in their 5G networks over security fears.

“The operators who don’t use Huawei, we encourage them not to go that way because it’s kind of the natural way of things,” said Guillaume Poupard, the head of France’s national cybersecurity agency ANSSI.

“For those who are already using it, we issue permits that last between three and eight years,” he told Les Echos.

Those restrictions will likely limit Huawei’s access to France’s 5G network.

Huawei has invested billions of dollars in the technology, competing mainly against Sweden’s Ericsson and Finland’s Nokia.

But the United States, Britain and other countries have said Huawei represents a security risk, not least since its founder Ren Zhengfei is a former People’s Liberation Army engineer.

Huawei has said it will pull out of partnerships with any hostile countries and focus on working with countries where they are welcome.

High Power Committee on LG Polymers submits its reports

Share

After the tragic gas leak incident took place at LG Polymers in Visakhapatnam, the government of Andhra Pradesh appointed a High Power Committee to investigate the incident and provide them with a report so that future accidents as such could be avoided.

The committee is headed by Forest Department Special Secretary Neerab Kumar, and Special Secretary to the Industry Department Karikala Valavan, Visakhapatnam City Police Commissioner RK Meena and the Collector worked as its members. This committee has now submitted a 350 page report to Chief Minister Y.S.Jagan Mohan Reddy about the fateful gas leak.

The 350 page report was prepared from nearly 4,000 pages of annexures. It is also a thorough examination of what had happened, and information that was gathered from the LG Polymers factory; from 1,250 questions, 250 emails that were dropped by those concerned, 180 calls that were received, and by interacting with those who suffered because of the gas leak.

Talking about the gas leak itself, Neerab Kumar has said that it is an uncontrolled styrene vapors release from the M6 tank at LG Polymers. He also said that this leak is considered as a major accident under the MSHIC rules, 1989. The gas leak resulted in the death of 12 people, and in the hospitalization of 585 people.

The reason for the leakage of the gas was because of the substantial rise in the temperature of the M6 tank. This high temperature caused the vaporization of styrene liquid in the tank. As a result, high pressure developed in the tank which had very small vents. When the pressure was beyond the limit, it caused the vaporized styrene gas to leak from the tank.

The main reasons for the polymerization of styrene liquid, and the leakage of the gas thereby have been state as: poor design of tank, inadequate refrigeration and cooling system, absence of circulation and mixing systems, inadequate measurement parameters, poor safety protocols, poor safety awareness, inadequate risk assessment response, poor safety management systems, slackness of management, insufficient knowledge among staff, insufficient knowledge of the chemical properties of styrene,

Neerab Kumar also said that the company failed to activate any siren to alert people around the area, despite having 36 sirens. He also said that the accident could have been prevented if proper precautions were taken, or if at least one siren was sounded at the right time.

Where Is KCR?: Trending Online

Share

Of late, the people of Telangana have been missing CM KCR’s press meets. CM KCR, who had been boosting the moral strength of people in the Corona crisis, has gone silent with the rapid increase in the Covid-19 cases. Amidst an all-round attack from the Centre and Opposition parties due to low Covid tests in the country and highest percentage of Covid-cases against the tests, and none other than Home Minister of the state tested positive and recovered, there is a lot of panic among the people and huge pressure on the health and medical department of the state.

In this backdrop, social media is abuzz over Telangana CM KCR’s silence. Interestingly, two hashtags are being trend online. While on one hand, #1MillionCovidTestsinAP is trending, #WhereIsKCR is also trending on the other hand. While AP state government is racing ahead with 1 million tests, Telangana is lagging behind with 1 lakh tests.

Of 1 million tests, 18,697 were tested positive in Andhra Pradesh and 232 were dead. While 8654 were recovered, the total active cases in AP stood at 10,043.The positivity rate of AP is 1.84 percent. On the flip side, Telangana tested 1,15,835 samples till the evening of July 5th. Of which, 23,902 were tested positive and 295 deaths were reported so far. The total active cases are 10,904 whereas 12,703 were discharged. These official figures of Telangana are causing great worry to its people. So far, three teams from the Government of India have visited Hyderabad to gauge the situation.

Amidst this, Telangana’s TIMS has been readied to serve the Covid patients. The TIMS has 1224 bed capacity of which 1000 beds with Oxygen facility and 100 beds with ventilators. In the coming days, more effective measures are expected from KCR’s administration.
