Supreme Court Orders CBI Probe Into Karur Stampede During Vijay’s Rally

In a significant development, the Supreme Court has directed a CBI investigation into the tragic Karur stampede, which occurred on September 27 during actor Vijay’s political party, Tamizha Vettri Kazhagam (TVK), rally, resulting in 41 fatalities.

A bench comprising Justice J.K. Maheshwari and Justice N.V. Anjaria described the incident as one that “has shaken the national conscience” and emphasized the need for a fair and impartial investigation. The Court highlighted that citizens are entitled to a transparent probe, especially in cases affecting fundamental rights.

To oversee the investigation, the Supreme Court has constituted a three-member Supervisory Committee, led by former Supreme Court judge Justice Ajay Rastogi. Justice Rastogi will appoint two senior IPS officers, not from Tamil Nadu, to assist him. The CBI will submit monthly progress reports to this committee to ensure accountability and transparency.

The Court also criticized the Madras High Court (Chennai Bench) for constituting a Special Investigation Team (SIT) of Tamil Nadu Police, noting that the original petition sought only a Standard Operating Procedure (SOP) for political rallies. It emphasized that the Karur case falls under the jurisdiction of the Madurai Bench, and the Chennai Bench had no authority over it.

Further, the Supreme Court questioned why TVK was permitted to hold the rally when AIADMK’s request for the same venue had earlier been denied on safety grounds. Concerns were also raised about postmortems conducted at midnight and cremations carried out at 4 a.m. for 30–40 victims.

The order is viewed as a setback for the Tamil Nadu government but a relief for Vijay and TVK, who had been demanding an independent probe. The State has been given eight weeks to respond, while the CBI begins its inquiry under the supervision of the Supreme Court-appointed committee.

Politically, this development offers Vijay and TVK an opportunity to regroup and strengthen their position ahead of upcoming elections, providing time to strategize alliances and continue campaign activities with reduced criticism in the immediate aftermath of the tragedy.
