US and Ukraine Strike Deal on Rare Earth Reserves and Economic Recovery

The United States and Ukraine have reached a deal granting the US access to Ukraine’s rare earth reserves, underscoring the Trump administration’s long-term commitment to a peace process focused on a free, sovereign, and prosperous Ukraine.

The agreement, following weeks of negotiations, includes the establishment of the US-Ukraine Reconstruction Investment Fund. Scott Bessent, the US Treasury Secretary, in a statement, emphasized the US’s dedication to ending the war, calling it “cruel and senseless.”

“This agreement sends a strong message to Russia, signaling that the Trump administration remains steadfast in supporting a peace process centered on Ukraine’s sovereignty and prosperity,” Bessent said. “This partnership between the American and Ukrainian people reflects a mutual commitment to lasting peace and prosperity in Ukraine. Furthermore, no individual or state that has supported or financed the Russian war effort will benefit from Ukraine’s reconstruction.”

The deal comes after significant financial and material support from the US to Ukraine following Russia’s full-scale invasion, which has amounted to around $300 billion, according to President Trump. The agreement positions the US and Ukraine to collaborate economically and invest in Ukraine’s recovery, leveraging both countries’ resources and capabilities.

Trump, advocating for the deal, argued that the US had provided assistance without any significant returns, unlike European nations whose support came with conditions. In exchange for Ukraine’s rare earth resources, Trump emphasized that US presence in Ukraine would ensure long-term security guarantees against future Russian aggression, a key demand of Ukrainian President Volodymyr Zelensky as part of a permanent ceasefire.

While the US is committed to this partnership, it has warned that it may reconsider its involvement in the peace process due to ongoing resistance from both Ukraine and Russia.
