Why can’t KCR drag Naidu to court?

Chief Minister K Chandrashekar Rao, who has been shouting from roof tops over the hurdles allegedly created by AP Chief Minister N Chandrababu Naidu in power supply to Telangana State, should have explored the option of taking legal action against the latter. This was the suggestion given by Leader of the Opposition K Jana Reddy on Monday. Participating in the discussion on the issue in the State Legislative Assembly, Jana Reddy said KCR could as well move the court against Naidu for creating power crisis in Telangana and the Congress party would fully support the State Government in waging a legal battle against the obstacles coming in the way of development of Telangana.
However, he asked the TRS Government to clarify its plans to resolve the power crisis. Jana Reddy also alleged that despite having approved from the Godavari River Board, the AP Government was not generating power so as to deny Telangana its share of power. However, he dismissed the allegations of TRS wherein it accused previous Congress regime of ignoring Telangana. He said that the previous Congress Government strengthened the power sector and the then united AP ranked fourth in the country in terms of power generation. 
He said that the Congress Government added nearly 15,000 Million Units of power during its 10-year rule and took it to 49,000 MU. He asked KCR to clarify as to how he plans to generate 21,000 MW in the next three years. He said if KCR achieves this target, then not only opposition, but the entire population of Telangana would praise him.
