Hyderabad High Court is proving to be more and more headache for Telangana government. Not a week is being passed with out KCR getting a brickbat from the apex court. The fresh brickbat is regarding the appointment of Parlaimentary Secretaries.
To bypass the rule to fixed number of cabinet ministers, Telangana government created a new post called ‘Parliamentary Secretaries’ and accomodated six aspirants. The Parliamentary Secretaries were given cabinet rank.
Nalgonda MP Gutha Sukender Reddy and Telangana TDP MLA A Revanth Reddy filed petitions that their appointment is not valid constitutionally since their appointment is a violation of Article 164 (1A) of the Constitution, which provides a ceiling on the number of ministries in proportion to the total number of members in the state legislature.
The court declared the G.O of their appointment as invalid. Telangana government currently has six Parliamentary Secretaries. MLAs D Vinay Bhaskar, Jalagam Venkat Rao, V Srinivas Goud, G Kishore Kumar, V Satish Kumar and Kova Laxmi are among those appointed. We will have to see how KCR deals with this now!
