Adani Group Secures 92% Stake in Andhra Beach Sand Mining

The Adani Group, led by billionaire Gautam Adani, continues to demonstrate its significant influence across India, securing major contracts irrespective of which political party is in power.

During the tenure of YSR Congress Party president Y.S. Jagan Mohan Reddy, the Adani Group was awarded multiple infrastructure projects spanning ports, green energy, and mining. The group’s influence was such that even when Telugu Desam Party (TDP) chief N. Chandrababu Naidu assumed power, he did not cancel contracts awarded to Adani, including a major solar power supply project initiated under the Jagan regime.

In the latest development, the TDP government has approved tenders for beach sand mining, awarding the contract to a company under the Adani Group. These tenders were originally floated by the previous YSRCP government and, as per prior plans, were slated for Adani. The formal orders confirming Adani as the successful bidder are expected soon.

Interestingly, coalition leaders who previously opposed the “developer model” have now proceeded with the same framework. In January 2024, the Jagan government invited tenders for private developer selection to mine beach sand minerals across 909.85 hectares in Gara, Srikakulam district, and 90.15 hectares in Bheemili, Visakhapatnam district, sparking protests from environmentalists and opposition parties. Critics alleged that the tenders violated central mining laws and disproportionately favored Adani, putting state interests at risk. A case was even filed in the state High Court challenging the tenders.

Central guidelines, issued on March 1, 2019, had prohibited private companies from mining beach sand minerals, emphasizing strategic importance. Only central or state government entities were allowed, with joint ventures requiring APMDC to hold 76% and the private partner 24%. However, under pressure to favor Adani, the Jagan government modified the “developer model,” granting the private developer 92% stake and leaving only 8% for APMDC.

Although the High Court initially stayed the tenders, petitioners later withdrew the case. Recently, APMDC finalized Adani Alluvial Heavy Minerals Pvt. Ltd. as the successful bidder, cementing the group’s 92% share in beach sand mining, with APMDC retaining 8%.

Observers note that this development underscores the Adani Group’s enduring influence, showing that its interests are safeguarded regardless of which party governs the state.
