Canada Invites 421 in Latest Express Entry PNP Draw

Canada conducted its latest Express Entry draw on April 28, 2025, inviting 421 candidates to apply for permanent residency under the Provincial Nominee Program (PNP). This marks the second PNP-specific draw in April, with the minimum Comprehensive Ranking System (CRS) score set at 727. To qualify, candidates needed to have submitted their Express Entry profile before 5:11 PM UTC on September 9, 2024.

The April 28 draw follows an earlier PNP draw held on April 14, which saw 825 invitations issued with a higher CRS cut-off of 764. These back-to-back PNP draws reflect Canada’s ongoing focus on economic immigration through the Express Entry system. So far in 2025, a total of 31,929 Invitations to Apply (ITAs) have been issued.

This momentum supports Canada’s 2025–2027 Immigration Levels Plan, which aims to welcome 395,000 new permanent residents in 2025. Of these, 232,150 are expected to arrive via economic immigration programs, including Express Entry and the PNP.

After receiving an ITA, applicants have 60 days to submit a complete application for permanent residency. Required documentation includes a valid passport, birth certificate, proof of work experience, police clearance certificates, results of a medical exam, proof of settlement funds, and photographs. Applicants may also include spouses, common-law partners, and eligible dependent children.

As of April 14, 2025, the Express Entry pool consisted of 244,282 profiles. The largest share of candidates remains in the CRS 451–500 range, with over 71,000 profiles, followed by the 401–450 range with more than 67,000. Lower CRS ranges such as 301–350 and below 300 have also grown, possibly due to recent changes like the elimination of CRS points for arranged employment.
