Jagan To Withdraw Council Abolition Plan?

YSRCP president and Andhra Pradesh CM Y S Jagan Mohan Reddy is said to be considering a proposal to withdraw the resolution on abolition of state legislative council, if the talk going on in a section of social media is to be believed.

The resolution, which was passed in the state legislative assembly in January this year, was sent to the Union home ministry, which was supposed to introduce a bill in Parliament to that effect.

Though Jagan made a personal request to both Prime Minister Narendra Modi and Union home minister Amit Shah to expedite the move to abolish the council, the bill was not introduced in the parliament during the last budget session.

In the meantime, the Coronavirus crisis hit the entire country and the bill has not seen the light of the day. As a result, the Jagan government had to convene the legislative council again for the short budget session along with the assembly.

The main purpose of Jagan deciding to abolish the council was the stalling of two crucial bills – one to abolish APCRDA and another to create three capitals for the state the council which sent to the select committee. But the committee was never formed and the bills got lapsed, according to the government.

So, the bills were reintroduced in the assembly during the just concluded budget session and were passed. Though the council again did not discuss the bills and was adjourned sine die abruptly, legal experts say the bill would be deemed to have been passed if there was no response from the council within 14 days.

It would mean the purpose of Jagan to form three capitals has been solved. So, there is nothing much to oppose the council.

Moreover, by-election is being held for one vacant seat is being held now and two more seats would fall vacant with the resignation of Pilli Subhash Chandra Bose and Mopidevi Venkataramana. They would also go into the account of YSRC.

Another one-third seats will fall vacant in the council in another nine months and the YSRC would be able to win all of them.

So, when the ruling party will be able to get full majority in the council, there is no meaning in getting the council abolished as it would help Jagan satisfy the party leaders with some posts.

That is precisely why the talk of withdrawing the resolution seeking abolition of council is said to be going on in the party.

It only requires another resolution to be passed in the assembly and sending it to the Centre, so that the council will remain alive!
