Jagan’s 7-page letter to Modi – A request or Demand?

In the recent period, nothing is going well between the YSR Congress party and Centre. Especially in the issue of funds, there has been a cold war going on between the two powerheads. The YS Jagan led AP government is alleging that the centre has been showing a differential attitude towards the Polavaram project.

Of course, the center’s recent decisions on Polavaram project are raising too many arguments where the YSRCP are complaining that the Center has a tendency to undermine the interests of the AP people. In these circumstances AP CM YS Jagan wrote a 7-page letter to PM Modi which was released by the irrigation minister Anil Kumar Yadav.

The AP Government worriedly said that any further delay in the project will disrupt the actual benefits of its construction and urged the Centre to take an initiative towards the estimates. They requested the Union Finance and Water Energy Ministers to rectify the situation.

The state has spent Rs. 5135 crore for polavaram in the united AP. The estimated expenditure of Polavaram under the Accelerated Infrastructure Benefit Scheme during 2010-11 was identified by the Center as 16010.45 crore during the State Partition. The Center has promised to implement compensation assisted resettlement as per the 2013 Land Acquisition Act.

According to the decision of the Central Cabinet, the cost of Polavaram should be borne by the Center. That is why the Center set up the Polavaram Project Authority on May 28, 2014 as a Special Purpose Vehicle for this project. In addition to this, Polavaram was declared as a national project in the State Partition Act. Construction cost and assisted resettlement have to be borne by Centre according to the law. Under this Act the State carries out only executive responsibilities.

As per the revised designs, the State has calculated the rehabilitation estimates of the flood affected families as Rs.57297.42 crore in January 2019. The technical advisory committee, which examined the case, estimated the actual cost at Rs 55548.74 crore and was reviewed and settled at Rs.47617.74 crore in June 2020.

Now, with all these factors linked up to its construction, the AP Government expressed their helplessness in completion of the Polavaram Project with Rs. 20,398.62 crores where they have to pay Rs.28,191 crores alone for the flood affected families.

So, it is clear that Jagan is just seeking some attention from Modi and the center finance Ministry to respond at the earliest about the long-pending Polavaram and expecting some clearances. The above mentioned points are clearly the argumentative elements of Jagan which are presented calmly like a smooth jibe to Modi while the latter is yet to respond.
