He said it was the demand of the JAC that Telangana state should be constituted with ten districts and Hyderabad. Kodandaram demanded that the Telangana Bill should be introduced in the present Parliament sessions and that the ensuing cabinet meeting should take a decision on the matter.

Kodandaram said it was improper on the part of leaders of the Congress and TDP to remain silent at such a key stage. He alleged that while some were trying to obstruct the Telangana that was materializing, others were trying to provoke people.

He called upon the people to spurn the ‘manifestations’ of the Seemandhra leaders and protect Telangana. He also demanded that the DGP Dinesh Reddy be removed from the post and replaced with an officer of the cadre of some other state. He charged Dinesh Reddy with acting in favour of one region.

The support for this proposal has grown immensely after Congress MP Undavalli Arun Kumar told in his recent meeting for United AP that Hyderabad need to be made second capital of the country as suggested by the architect of Indian constitution. He expressed the feeling no other proposal would do equal justice to both the regions in the current scenario. 

Dr BR Ambedkar wrote in his book: “The feeling of the Southern people is that the Capital of their country is far away from them and that they are being ruled by the people of Northern India. Hyderabad fulfils all the requirements of a capital for India and it is equidistant to all states. From the defence point of view it would give safety to the Central Government.”

A delegation of Union Ministers from Seemandhra region suggested the Congress high command to consider 2nd capital proposal too along with the options of Hyderabad as Union Territory or Permanent Joint Capital of Andhra and Telangana regions. They demanded the Centre to vote for any one of these proposals, else asked it to get ready for facing the ire of the people.

The movement has spread to all Seemandhra districts within no time despite the absence of strong leadership. There were neither strong associations, like JACs in Telangana region, nor supporting political parties to provide thrust for this movement.

The leaders of major political parties Congress and TDP were constrained from taking up the leadership as their parties were in favour of creation of T-state. YSRCP, the only major party that sought to keep Andhra Pradesh united is not in a position to make use of the moment as its leader is in judicial remand.

Another painful precondition the political leaders need to meet to lead the Samaikyandhra movement is resignation. This has further put off the elected representatives from Seemandhra to take leadership position in Samaikyandhra movement. Unlike in 2009 December, now most of them are not willing to put their papers this time as they have realised that Sonia Gandhi is firm with her decision this time.
The discomfiture in the political parties has made Samaikyandhra movement almost a leaderless movement.

Though the organizations such APNGOs have been existent, however, they were as deep-rooted as JACs in Telangana.

However, such lacuna of leadership could not stop people from organising strong movement across Seemandhra districts. The people turned out in big number for the protests and continued to conduct bandhs and rastarokos on a continuous basis.

The participation is entirely voluntary and people are willing to bear the pain keeping their long-term future in view. The movement has reached even the remote pockets in this region as people are truly concerned about their future in divided Andhra Pradesh.

This tough response has forced the political parties to retreat from their absolute pro- Telangana stand and lead to resignations of some MPs, MLAs and Ministers.  It also sent a warning to the Congress high command that Seemandhra will not simply nod their heads to dictums of New Delhi.

The participation of resigned MLAs and MPs and gradual formation of JACs by the government employees, students and lawyers may slowly bridge the leadership gap. But, by and large, the Samaikyandhra movement is a movement without leader.

Sonia promised to the Seemandhra leaders that justice will be done to the people of all the regions and asked them not to worry. She opined high-power committee constituted by party will address the issues concerning the Seemandhra region, like sharing of river waters, revenue, electricity, protection for Andhra and Rayalseema people in Telangana and other issues.

A delegation took up the proposal of Greater Rayalseema that include four districts of Rayalssema, Nellore and Prakasam. In case if this isn’t possible, they asked her to at least merge Anantapur and Kurnool districts with Telangana state. Sonia then asked them to refer these proposals to the high-power committee.

All the Seemandhra Union Ministers have been looking forward to meet the high-power committee headed by Defense minister AK Antony as soon as it starts functioning. They are hopeful that the process of division of state will be put on hold until the committee submits its report.

‘The parliamentary committee headed by AK Antony will decide what is to be done with Bifurcation. Untile then, the process of creating separate Telangana will be kept on hold’, said Lagadapati. Early in the morning today, all the Seemandhra MPs have met at his residence in New Delhi to discuss about the future course of action. ‘Antony Committee will first hear all the hesitations of Seemandhra people regarding AP and especially Hyderabad. Until then, there is no question of any Constitutional process to initiate creation of Telangana’, he added. Lagadapati also confirmed that Congress will confirm the ‘halting of T process’ in an official statement by the evening. He says that all Seemandhra Congress MPs will fight collectively to keep state united, and also confirmed that they got a plan for this.

All these days, Lagadapati and his group, including ministers Pallam Raju, JD Seelam, Chiranjeevi, Panabaka, Purandareswari and other MPs are sitting idle in Parliament even though some of their colleagues are fighting for Seemandhra. So, what new strategy these people will discuss now and what will they do in both the houses except sitting silent, quips a Seemandhra sympathiser. Can Lagadapati really go against Sonia and hold a placard reading ‘Jai Samaikyandhra’ in Loksabha? Perhaps, never!

As per Pallam Raju that Telangana procedure starts only after our arguments listened to Antony Committee. Congress high Command is still undecided on selecting the members of new Committee. This committee will listen all arguments of SA people and will send its report to Cabinet. Reportedly, as per the recommendations of the Committee future of the Hyderabad will be decided.

Sonia controlled her party SA MPs in Lok Sabha during the sessions. As per buzz Sonia is very much serious on displaying placards and rush to Speaker podium on first day of these sessions. But TDP MPs used this as opportunity both in Lok Sabha and Rajya Sabha. Surprising TDP got unexpected support from DMK and AIDMK when Chairman of RS tries to suspend TDP members for disturbing the house.

The popular  option is  Vijayawada-Mangalagiri-Guntur-Tenali  circuit  with over   5000 acres of vacant  government land available in one lot near Mangalagiri and another three bits of  2000 acres near Tenali and Vijaayawada. A senior consultant of the L&T , one of the consultants, said they were given free hand  by Governments andgood  fee as well .All the five  groups ahve to give a presentation to Government  at Delhi  within  30  days and  the bidder  should also commence  building  room models   by next month .According to  sources  the budget for new capital varies  from Rs.20,000  crore  to Rs.50,000  crore  . ‘ It  is definitely not  Rs.4 lakh crore  as  said  by Chandrababu Naidu’ says  a consultant.
