As competition for qualified workers intensifies, Ottawa is recalibrating its Express Entry system to address critical labour shortages and enhance economic resilience.

Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced the 2026 categories under the Express Entry program, aimed at inviting candidates with skills and experience needed in key sectors across the country. New categories include foreign medical doctors with Canadian work experience, researchers and senior managers with Canadian work experience, candidates with experience in transport occupations such as pilots, aircraft mechanics, and inspectors, as well as highly skilled foreign military applicants recruited by the Canadian Armed Forces in roles like military doctors, nurses, and pilots.

The Immigration, Refugees and Citizenship Canada (IRCC) will continue draws for candidates with strong French language skills and those in categories maintained from 2025, including healthcare and social services positions such as nurse practitioners, dentists, pharmacists, psychologists, and chiropractors, as well as skilled trades like carpenters, plumbers, and machinists.

Express Entry remains Canada’s flagship system for applicants seeking permanent residence through the Federal Skilled Worker Program, Federal Skilled Trades Program, Canadian Experience Class, and certain streams of the Provincial Nominee Program. The first invitation round for foreign medical doctors with Canadian work experience is expected soon. The Canadian Experience Class will continue through early 2026, prioritizing candidates already contributing to the economy, alongside draws for the French-proficiency category.

The government emphasized that these updates are part of broader efforts to strengthen economic resilience, support critical sectors such as healthcare, research, and defence, and align with Canada’s Defence Industrial Strategy.

France is set to welcome more Indian students, with plans to simplify visa procedures, expand English-taught courses, and strengthen academic ties. Speaking in New Delhi, President Emmanuel Macron announced an ambitious initiative to triple Indian student numbers in France to 30,000 per year by 2030.

Addressing high-level academic and scientific gatherings at the All India Institute of Medical Sciences (AIIMS), Macron emphasized France’s commitment to deepening educational collaboration with India.

“We want to welcome more Indian students and have more French students coming here. Currently, about 10,000 students travel each year. With Prime Minister Modi, we have decided to increase this number to 30,000 per year by 2030. From the French side, we will simplify the sourcing and visa process,” Macron said.

This announcement coincides with the elevation of India-France bilateral ties to a “Special Global Strategic Partnership”, during Macron’s official visit to India from February 17 to 19, 2026, at the invitation of PM Narendra Modi. The leaders also launched the India-France Year of Innovation 2026 in Mumbai on February 17. This marks Macron’s fourth visit to India, following PM Modi’s visit to France in February 2025.

Education, Innovation, and Mobility

The leaders reaffirmed the goal of welcoming 30,000 Indian students to France by 2030, up from the current 10,000. They highlighted the International Classes initiative, which prepares Indian students for French higher education.

A new Mumbai hub combining ESSEC Business School and CentraleSupélec will open, alongside revisions to agreements on mutual recognition of academic qualifications. Additionally, a visa-free transit facility for Indian nationals through French airports will be introduced, starting with a six-month pilot program.

The India-France Year of Innovation 2026 will foster collaboration in science, technology, AI, healthcare, sustainable development, culture, and education. A binational centre on digital sciences and technology between INRIA and India’s Department of Science and Technology is set to open. Plans are also underway for a research centre on AI in healthcare, bringing together Sorbonne University, AIIMS New Delhi, and the Paris Brain Institute.

This initiative marks a significant step toward strengthening educational and technological ties between India and France, creating new opportunities for students, researchers, and innovators.

Hyderabad: Ex-Husband Stabs IT Employee to Death

In a shocking incident in Hyderabad, a 29-year-old woman working in an IT company was allegedly murdered by her former husband, who barged into her residence and stabbed her multiple times in the head. The accused, reportedly in his 30s, is said to have been frustrated over ongoing legal issues that prevented him from returning to Canada, where he had been employed at an IT firm.

According to police officials, the couple had married in 2022 in India, after which the man moved to Canada and the woman later joined him. However, differences arose between them, leading the woman to return to India. She subsequently filed a domestic violence case against him in Maharashtra. The couple officially divorced in 2024, and the woman remarried in April 2025.

Officials stated that the accused returned to India in March 2025 following his mother’s death. Due to the domestic violence case, a look-out circular had been issued against him and his passport was suspended, preventing him from going back to Canada. He had since been unemployed and was staying at his parents’ house in Telangana’s Peddapalli district. Police said he believed that the mental stress caused by the legal dispute had deeply affected his family and even blamed his ex-wife for his mother’s death.

Investigators revealed that the man had recently surveyed the victim’s apartment. On Wednesday, he allegedly arrived at her residence carrying a bag that contained two knives, a drilling machine, and a five-litre petrol can. He forced his way into her flat, entered the room where she was present, and locked it from the inside before attacking her. She was stabbed repeatedly in the head and died on the spot.

At the time of the incident, the woman’s family member was reportedly on the balcony. Relatives alerted the police, who rushed to the scene. By then, the accused had allegedly poured petrol around the room and locked himself inside the toilet, threatening to set the place on fire. After negotiations, police managed to persuade him to come out and took him into custody.

Local television channels aired CCTV footage showing the accused walking through the apartment corridor carrying a bag shortly before the crime. Police have launched a detailed investigation, and a post-mortem report is awaited to confirm further details, including claims regarding the victim’s pregnancy.
