Govt’s PAIR programme to boost research, innovation in higher education

New Delhi, Nov 15 (IANS) The Union Government-led Anusandhan National Research Foundation (ANRF) has launched the Partnerships for Accelerated Innovation and Research (PAIR) programme to enhance quality research-oriented higher education in the country.

In line with ANRF, operationalised in September, the PAIR programme aims to bring major transformation in Indian Universities.

While being aligned with the objectives set by the National Education Policy (NEP) 2020, the PAIR programme will cultivate research excellence in central and state public universities by fostering collaborations with top-tier institutions via a mentorship-driven hub and spoke model.

“The hubs will guide emerging institutions (spokes) in research activities, provide access to harness their resources and expertise, thus bridging the gap between institutions and nurturing a robust research ecosystem in India,” said the Ministry of Science & Technology.

The hub and spoke model which pairs universities where research is at a nascent stage, with top-tier established institutions was decided during the first meeting of the ANRF governing board, chaired by the PM Narendra Modi in September.

“The PAIR programme stands as a catalyst for transformative research in universities which have potential, with well-established institutions providing the necessary mentorship to elevate overall research standards,” Prof. Abhay Karandikar, Secretary, DST, and CEO, ANRF.

“The idea is to improve the research eco-system in our universities,” he added.

While Hub institutions will include the top 25 NIRF overall ranking as well as Institutions of National Importance within the top 50 NIRF overall ranking; Central and State Public Universities and select NITs and IIITs will be added as the spoke institutions.

“Each PAIR network would consist of one hub and up to seven spoke institutions. Only one proposal per hub institution is allowed, with a mandatory involvement of multi-departmental faculty teams from spoke institutions,” the ministry added, noting that it will also ensure regional diversity among participants.

The programme aims to stimulate innovation in emerging institutions by leveraging mentorship from high-ranking institutions. This will drive impactful, internationally competitive research with significant outcomes. Further, it will also help establish collaborative networks, and boost research quality via advanced infrastructure and best practices.

Methane alert system issued 1,200 emission notifications, only 15 responded to

Baku, Nov 15 (IANS) A high-tech system that identifies major methane leaks has delivered 1,200 notifications to governments and companies over the last two years, yet just one per cent of notifications were responded to, new UN Environment Programme (UNEP) data said on Friday.

Despite commitments under the Global Methane Pledge to slash emissions by 30 per cent by 2030, “An Eye on Methane: Invisible but not Unseen”, highlights that methane plume alerts from the Methane Alert and Response System (MARS), part of UNEP’s International Methane Emissions Observatory (IMEO), represent an untapped opportunity for immediate climate action.

Atmospheric methane is the second biggest driver of anthropogenic global warming after carbon dioxide (CO2) and is over 80 times more powerful than CO2 in the near term. Global methane emissions must be reduced by 40-45 per cent by 2030 to achieve cost-effective pathways that limit global warming to 1.5 degrees Celsius. Yet the latest science shows atmospheric concentrations of methane rising at record speed over the past five years.

“To have any chance of getting global warming under control, methane emissions must come down, and come down fast,” UNEP Executive Director Inger Andersen said.

“We now have a proven system to identify major leaks so they can be quickly stopped — often with simple repairs. We are quite literally talking about screwing bolts tighter in some cases. Governments and oil and gas companies must stop paying lip service to this challenge when answers are staring them in the face. Instead, they should recognise the significant opportunity this presents and start responding to alerts by plugging leaks that are spewing climate-warming methane into the atmosphere. The tools are ready, the targets are set — now it is time to act.”

While methane responses must rapidly grow, there are examples of nations and companies responding — proving the value of data-driven solutions like MARS. In 2024, IMEO verified action to reduce emissions from major leaks in Azerbaijan and the US. In Algeria and Nigeria, MARS notifications and engagement led to direct action from the governments and oil and gas companies to address large methane leaks. In the Algerian case, which saw methane leaks take place for years, the annual avoided emissions are equivalent to 500,000 cars being taken off the road. In Nigeria’s case, the six-month leak emitted methane equivalent to 400,000 cars being driven for a year and was able to be fixed in under two weeks by simply replacing faulty equipment.

Australia’s unemployment rate steady at 4.1 pc in October

Canberra, Nov 15 (IANS) Australia’s unemployment rate remained steady at 4.1 per cent in October for the third consecutive month.

According to the latest data released by the Australian Bureau of Statistics, the official unemployment rate was 4.1 per cent in October, Xinhua news agency reported.

“This was the third month in a row that the unemployment rate had been at 4.1 per cent,” Bjorn Jarvis, head of labour statistics at the agency, said in a statement.

The agency said that the economy added 9,700 full-time jobs and 6,200 part-time roles between September and October, resulting in a net increase in employment of 15,900, while the number of unemployed people actively looking for work increased by 8,300 in the same period.

150 Afghan drug addicts reunite with families after rehabilitation

Kabul, Nov 15 (IANS) A total of 150 drug addicts have completed rehabilitation and reunited with their families in Afghanistan’s Logar province.

The individuals underwent a three-month medical treatment and rehabilitation program, during which they also received professional and vocational training.

Upon recovery, they were able to rejoin their families, Xinhua news agency reported quoting the official Bakhtar news agency on Friday.

Afghanistan, a country deeply affected by decades of conflict, is home to more than three million drug addicts. In response, the current authorities have outlawed poppy cultivation and drug trafficking and committed to eradicating drug addiction and making the nation drug-free.

Surya, a beloved Tamil actor known for his engaging performances, recently ventured into a new domain with his latest film “Kanguva,” a pan-India fantasy action flick directed by Siva. In a groundbreaking move for the actor, Surya attempted to dub his voice in Telugu for the first time. The film, which features Surya in a dual role, opened in theaters this Thursday to high anticipation but received mixed reactions from the audience, particularly regarding its Telugu dubbing.

The innovative approach of using artificial intelligence (AI) for dubbing Surya’s voice in the Telugu version has sparked a wave of disappointment among Telugu cinema enthusiasts. Despite Surya’s efforts to dub in Tamil, the AI technology altered his voice for the Telugu and other language versions. This application of AI in dubbing marks a first in the Kollywood industry, but it has not been well-received, with many fans expressing their dissatisfaction over the lack of authenticity in the voice modulation.

Historically, Surya’s characters have resonated deeply with Telugu audiences, thanks in part to the dubbing talents of Srinivasa Murthy. Murthy’s distinctive base tone, especially in the “Singam” series, and his ability to bring variation to his voice, significantly contributed to the success and appeal of Surya’s roles in various films. The combination of Murthy’s voice and Surya’s performances made for memorable characters, establishing a strong connection between Surya and the Telugu audience.

The unfortunate passing of Srinivasa Murthy in January 2023 due to a heart attack left a void in the industry. Surya himself acknowledged the irreplaceable nature of Murthy’s contribution, highlighting how his voice added depth and emotion to his characters. Following Murthy’s demise, Surya explored alternatives for dubbing but struggled to replicate the same connection with the audience. Though Tollywood actor Satyadev provided his voice for Surya in “Aakasham Nee Haddura” and was praised for his performance, he did not pursue dubbing for other actors, leading to the selection of different dubbing artists for films like “Jai Bheem” and “ET.”

The absence of Srinivasa Murthy’s voice has been particularly noted in “Kanguva,” with many fans arguing that a voice as powerful and evocative as Murthy’s would have been ideal for the film’s epic dialogues. The AI-assisted dubbing has been criticized for sounding unnatural, reminiscent of an English film’s dubbing, lacking the impact and authenticity Murthy’s voice brought to Surya’s characters. This sentiment reflects the challenge of capturing the essence and emotional depth of performances through technology, underscoring the unique and irreplaceable role of human talent in cinematic storytelling.

Natural Star Nani Unveils First Look of Chaitu Jonnalagadda’s Moses Manikchand Part-2

Actor Nani recently launched the title and first look of Moses Manikchand Part-2. It is an unconventional project by People Media Factory and visionary producer TG Vishwa Prasad. What’s interesting is that without part 1 the team is releasing the film titles part 2. In this new venture Chaitu Jonnalagadda who is elder brother of actor Siddhu Jonnalagadda takes on the lead role. He also contributes as a writer, handling the story, screenplay and dialogues. The film is directed by Raaj Virat known for Bomma Blockbuster. The movie has garnered attention for its unique title.

The first-look poster unveiled by Nani, presents an edgy touch. The poster is filled with intriguing elements like a liquor bottle, a clapboard, a girl and a wine glass. The phrase “GIN & ASS” displayed in the design marks the film’s creative tone. Released on Children’s Day with a twist— “Happy ‘No Children’ Day”—the poster itself created excitement.

In the poster Chaitu Jonnalagadda looks super cool as he sits on a luxurious chair. He decked out in heavy jewelry, sunglasses and tattoos. His look complete with stylish hair and a light beard. Poster suggests a rebellious and powerful character of him. The tagline, “A Real Villain Is Always Better Than A Fake Hero,” sets an interesting tone for the movie.

The film has Vivek Kuchibhotla as co-producer and Krithi Prasad as creative producer. Moses Manikchand Part-2 is shaping up to be an entertaining project.

Team Bhairavam has been meticulously promoting the film for a while now through a set of scorching posters. After the arrival of mass stuff pertaining to the ferocious first look posters of Bellamkonda Srinivas, Nara Rohit, and Manchu Manoj it is now time for a minor recourse with the introduction of the female lead in the film.

The female lead is played by Aditi Shankar who will be seen as Vennela in the film. Her introductory poster was unveiled a short while back and it packs a cute punch.

The poster showcases Aditi in a rustic avatar, dressed in a half saree, riding a moped with milk cans attached to a two-wheeler moped. Her aesthetic beauty is evident as she effortlessly emulates the rustic essence of her character.

This poster introduces us to the untapped soft side of Bhairava which is captivating in its own right.

Directed by Vijay Kanakamedala and produced by KK Radhamohan of Sri Sathya Sai Arts, with Dr. Jayantilal Gada of Pen Studios presenting the film, Bhairavam is an ambitious project that’s already generating decent buzz through the promotional stuff thus far.
