AP claims ODF status but ground situation unchanged

Amaravati: Though Andhra Pradesh claims to be among the states to become Open Defecation Free, people feel that there is not much improvement in the situation on the ground.

In fact, the southern state is said to have gone a step ahead to achieve ODF Plus. However, people believe that the claim is only on paper.

It was in June last year that then Chief Minister N. Chandrababu Naidu had declared the state ODF. He claimed that the state achieved its goal of building 2.77 lakh individual toilets.

On the occasion of Mahatma Gandhi’s birth anniversary in 2016, all 110 urban local bodies in the state claimed to have achieved ODF status thanks to the efforts put in Swachha Andhra Corporation (SAC),formed by the state government in 2015 to achieve the goal of the ‘Swachh Bharat Mission’.

Many are not ready to accept the government’s claim as they point out the fact that people continue to defecate in open, both in rural and urban areas.

“Building toilets in public places is not the goal in itself. What about their maintenance. Anybody who goes around the city will find people urinating in open places adjacent to the toilets because the toilets are not maintained properly,” V. Satyanarayana, a social activist in Vijayawada, told IANS.

He claimed that there was no coordination among different departments for constructing the toilets. They were built without proper planning and as a result, a majority of them are not even in a condition to be used by public, he said,

“They did not even ensure proper drainage. There is either water stagnation at many public toilets or they stink. The government’s job does not end with building the facility. What about its maintenance,” he asked.

The number of public toilets built in urban areas is already insufficient to meet the requirement. Many people complained that they either don’t find a public toilet or the place is so dirty that they can’t use it.

“While men can still manage, women are the worst-affected. There are no toilet facilities for them. They are not drinking water while going out as they can’t relieve themselves for 8-10 hours,” Satyanarayana said.

Ramesh Kumar, a private employee in Vijayawada, said a few public toilets maintained well collect huge charges. Lack of public toilets, poor maintenance and hefty charges all force people to defecate in open.

If this is the situation in towns, one can imagine conditions in rural areas.

“In many coastal villages, people still defecate on sea shore. Despite tall claims, awareness has not been created,” said G. Srinivas, working with NGO Chaitanya in Visakhapatnam.

He said in some places, toilets with cement and concrete were built for the families who live in huts. “There is lack of proper planning and prioritizing things. People in remote villages and tribal areas still defecate in open. The situation is not different in the city,” he said.

Modi gives appointment to KCR, finally!

Telangana Rashtra Samithi president and chief minister K Chandrasekhar Rao finally managed to get the appointment of Prime Minister Narendra Modi, after a long gap of over nine months.

The TRS chief will be meeting the Prime Minister at 11 am in New Delhi on Friday, before a meeting of the apex council headed by Union water resources minister Gajendra Singh Shekawat.

The meeting was called to resolve pending the river water disputes between Telangana and Andhra Pradesh states for a long time. YSR Congress party president and AP chief minister Y S Jagan Mohan Reddy will also be attending this meeting.

The last meeting between KCR and Modi took place on December 26, a few days after the TRS president was elected as the chief minister of Telangana for a second successive term. The Telangana chief minister presented a long list of demands to the Prime Minister then.

Subsequently, KCR asked for Modi’s appointment a couple of times, but did not get it. Even after Modi got elected as PM for a second term, KCR could not meet him even for courtesy sake.

He skipped Modi’s swearing-in ceremony and later, did not attend the two meetings presided over by Modi – Niti Aayog meeting and all CMs’ meeting on one-nation-one-election proposal.

He did not invite Prime Minister for the inauguration of Kaleshwaram lift irrigation project on June 21 and instead, made sharp comments on Modi.

Now, for some strange reasons, Modi gave appointment to KCR. It remains to be seen what both the leaders discuss at the meeting.

‘Sye Raa’ lands these cops in trouble!

In a strange development, as many as seven sub-inspectors of police were shunted out of their posts in Kurnool district on Wednesday and are now facing disciplinary action from the top bosses.

Reason: Instead of attending to their duties in their respective police stations, these sub-inspectors together drove to a theatre in Koilkuntla to watch the movie of their favourite hero Chiranjeevi – “Sye Raa” which was released to packed houses across the country.

These SIs, B T Subbaiah (Bandi Atmakur), K Hari Prasad (Nandivargam), K Jagadeeswar Reddy (Kolimigundla), P Ashok (Special Branch, Allagadda), G Preetam Reddy (N Racharla), B Srikanth Reddy (Avuku) and Niranjan Reddy (Gospadu), who were expected to do their duties in the police stations, were caught enjoying Chiranjeevi’s blockbuster movie.

Instead of watching the film quietly, these sub-inspectors clicked a selfie of theirs in the mobile phones and shared it with their friends in the police circle. And it reached Kurnool Superintendent of Police Dr K Fakeerappa.

The SP became angry for the SIs bunking their duties en masse to see a film, at a time when they were supposed to do their duties.

He called for a report from lower bosses and immediately transferred the SIs to the headquarters for further action.

“Any dereliction of duty on the part of the police would be viewed seriously,” Fakeerappa warned.

Black sheep officer shunted out of APPSC!

The sudden transfer of Andhra Pradesh Public Service Commission (APPSC) secretary A K Maurya from his post has surprised many in the bureaucratic circles on Wednesday.

Maurya, an Indian Forest Service Officer, was shifted as member secretary of Andhra Pradesh Biodiversity Board, a relatively loopline post with no significant powers.

In his place, transport commissioner T Seetha Ramanjaneyulu was given full additional charge as APPSC Secretary.

Generally, a senior IAS officer will be appointed in the post of APPSC secretary, but the previous Telugu Desam Party government headed by N Chandrababu Naidu selected Maurya, an IFS officer, for the post.

Naturally, Maurya had a sort of gratitude for the previous regime.

It was alleged that it was Maurya, who was the man behind the news published by Andhra Jyothy on the alleged leakage of question paper in the Village Secretaries Examination.

He was also allegedly instrumental in passing on information to Andhra Jyothy on the internal differences in the APPSC and based on the inputs given by Maurya, Andhra Jyothy carried the report of an APPSC employee’s family member getting top ranks in the Village Secretaries examination.

The Jagan government, which secretly conducted an internal probe into the affairs of APPSC, came to know that it was Maurya, who was the man behind the alleged leakage of information to Andhra Jyothy.

So, it immediately shifted him to AP Biodiversity Board. It is learnt even chairman Udaya Bhaskar is also being pressurised to quit the post.

Jagan to avoid publicity to pay village secretaries!

Forget about the style of functioning and their priorities, there is one striking difference between the previous Telugu Desam Party government headed by N Chandrababu Naidu and the present YSR Congress party government led by Y S Jagan Mohan Reddy in Andhra Pradesh.

The difference is getting publicity to the government programmes and personally to the chief ministers.

Naidu was an out-and-out publicity savvy chief minister and used to give huge advertisements to the media houses for each and every small scheme.

Irrespective of whether the benefits of the schemes have reached the actual beneficiaries or not, Naidu was banking on huge publicity.

He used to personally address press conferences to publicise the launch of his schemes, apart from giving advertisements to the media.

And if there is any bigger scheme like Polavaram project or Amaravati works, Naidu government also used to bring national media correspondents from Delhi to get massive publicity.

The TDP government used to spend Rs 350-400 crore every year on just advertisements to the media, apart from the expenditure incurred on media junkets and outdoor publicity.

Now, Jagan is avoiding all such unwarranted expenditure.

He believes in the theory that the beneficiaries of his schemes themselves would provide word-of-mouth publicity for him and his party and there is no need for any additional expenditure on media advertisements or junkets.

Only if it is necessary, his government wants to give advertisements to the media. Thus, over a period of five years, Jagan wants to save at least Rs 2,000 crore.

And he is planning to use this money saved from avoiding unnecessary publicity on paying salaries to the village secretaries and village volunteers who would bring the administration to the doorsteps of the people and extend all benefits.

“This will not only bring the required publicity to the government through village secretaries and volunteers, but also create a solid vote bank for the YSRC in the next five years,” an analyst said.

Kapu And Reddy Pressure Worked For Sye Raa?

Apparently the talk in Hyderabad is that ‘Sye Raa’ movie is being denied permiessions to screen six shows in a day in Andhra Pradesh. But then, we have AP Govt giving the much-needed permission. A back end to this, the makers and distributors of Sye Raa are said to have asked all the theatres to issue tickets without any worry for all the six shows even before the government gave nod.

A little gossip is being heard in this connection it took quite a while to convince the YS Jaganmohan Reddy led AP Government to give permission to Sye Raa additional shows. For reasons unknown, bureaucrats in Jagan’s government haven’t yielded the permission to Megastar Chiranjeevi’s movie. But then, the makers of Sye Raa are said to have rolled out the ‘Kapu’ dice, using the Kapu leaders within YSR Congress to exert huge pressure.

If that is on one side, some prominent Reddy community bigwigs hailing from Telangana are said to have got in touch with Jagan’s men to make sure that Sye Raa Narasimha Reddy gets the desired permissions to rake up huge moolah at the box office. They are those big ‘power wielders’ who never like to hear the word no.
