All of you are aware that there are now two assemblies- the AP assembly and TS assembly. So, obviously there are two secretariats. The Secretariat employees have been given the option that they can work anywhere. But for choosing a particular state, certain grounds are there. The key clause for that is, at any place if the person has studied for 4 years between 4th class to 10th class consecutively that person becomes a local.
Using this loophole, it is heard that many Telangana employees are opting for AP using fake certificates. This is because AP CM Chandrababu has made retirement age as 60 and in TS it is 58. Hence, many T-employees who are past 55 are claiming that they have studied in AP towns and cities. They are bringing certificates from there and opting for AP. Also, Hyderabad is joint capital for next ten years so they need not change the city.
They will get their salaries, increments and promotions for two more years. Due to this, the AP cadre employees who genuinely deserve promotion are getting stuck due to the backdoor method of the senior employees. That way, it is being reported that the TS employees are backstabbing AP employees. If you are wondering why KCR is not increasing the age limit for retirement then here is the reason.
The Osmania university students created stir stating opportunities and vacancies will not be there. That’s why KCR has kept the retiring age as 58 only. Even if assembly shifts to AP in the next two years, then they will apply for long leave and chill out. Their services will be of no use to AP. Unfortunately, without cross checking the fake certificates in some places they are being recruited. And those who genuinely deserve promotion are doing the required background check and reporting the mal practice to their superiors. Sad but true!
