This unprecedented hike marks one of the most significant shifts in US immigration policy in recent years, with Indian nationals—who make up the largest share of H-1B applicants—expected to feel the sharpest impact.
For international students, particularly those from India nearing graduation, the change creates additional uncertainty during a critical phase of their careers. Transitioning from an F-1 student visa to an H-1B work visa was already a competitive and costly process; the new fee structure adds financial strain for students balancing tuition, living expenses, and future career planning.
The F-1 visa allows students to study full-time in SEVP-approved programs and gain practical experience through Optional Practical Training (OPT) or Curricular Practical Training (CPT). However, most students aiming for long-term employment in the US eventually rely on the H-1B visa, which allows skilled professionals to work in specialty occupations.
The H-1B process involves securing a sponsoring employer, filing a Labor Condition Application (LCA), and submitting Form I-129 to the US Citizenship and Immigration Services (USCIS). Each year, 65,000 standard H-1B visas are issued, with an additional 20,000 reserved for advanced degree holders.
With the fee hike, students could face total expenses exceeding $100,000 when factoring in tuition, living costs, and legal filing fees. Immigration experts warn that this development could discourage prospective students from choosing the US as a study destination and may push graduates to explore alternative pathways, including STEM OPT extensions, additional graduate studies, or opportunities in other countries.
