Telangana Politics 2025: Caste Census, BC Reservations & Congress Wins

In 2025, Telangana politics was dominated by debates around the caste census and proposals to enhance reservations for Backward Classes (BCs). Other significant developments included the sub-categorisation of Scheduled Castes (SCs), two Cabinet expansions, Congress’s victory in the Jubilee Hills Assembly bypoll, and strong performance in Gram Panchayat elections.

The Socio-Economic, Education, Employment, Political and Caste (SEEEPC) Survey, launched in late 2024, continued into January 2025, covering 96.9% of the population (3,54,77,554 people). Findings revealed that BCs constitute 56.33% of Telangana’s population, SCs 17.43%, STs 10.45%, and Other Castes (OCs) 13.31%. Muslims make up 12.56% of the population, with 10.08% classified as BCs.

The Congress government conducted the survey to fulfill its social justice promise, in line with Rahul Gandhi’s slogan, “Jis ki jitni abadi, uska utna haq”. Rahul Gandhi described the initiative as a milestone for social justice, setting a precedent for a national caste census. However, opposition parties BRS and BJP criticized the findings, questioning the apparent decline in BC population from 61% in 2014 to 56.33% in 2025. The report faced internal dissent as well, with Congress MLC Teenmaar Mallanna publicly rejecting and burning a copy of the survey.

BC Reservation Expansion:
Based on the survey, the state legislature passed two Bills to raise BC reservations to 42% in education, employment, and local bodies. Since this exceeded the 50% cap, the Bills were sent to the Centre for inclusion in the Ninth Schedule. With no response from the Centre, the state government issued an executive order to enhance BC reservations in local bodies, which faced legal challenges. The High Court stayed the order, and the Supreme Court dismissed the government’s appeal, delaying rural local body elections.

Sub-categorisation of SCs:
Telangana became the first state to implement Supreme Court guidelines on SC sub-categorisation. A one-man commission classified 59 SC communities into three groups to ensure equitable reservation distribution. The Telangana Scheduled Castes (Rationalisation of Reservations) Bill, 2025 was passed unanimously, marking a historic step in the over 30-year-old campaign for SC sub-classification.

Cabinet Expansions and Political Moves:
The first Cabinet expansion inducted Vivek Venkataswamy, Adluri Laxman Kumar, and Vakiti Srihari. A second expansion in November saw former cricketer Mohammed Azharuddin inducted as the first Muslim minister, ahead of the Jubilee Hills bypoll. Congress candidate V. Naveen Yadav defeated BRS nominee Maganti Sunitha by nearly 25,000 votes, strengthening Revanth Reddy’s leadership.

Local Body Elections and GHMC Expansion:
Congress performed strongly in Gram Panchayat elections, winning 6,822 out of 12,727 seats (53.6%). Revanth Reddy claimed that, including Congress rebels, the party controlled nearly 66% of the Gram Panchayats. Additionally, the government merged 27 urban local bodies with the Greater Hyderabad Municipal Corporation (GHMC), creating India’s largest municipal body by area and population.

Telangana Rising Vision 2047:
Towards the end of the year, the state unveiled the Telangana Rising Vision 2047, aiming to transform Telangana into a $3 trillion economy by 2047, with an interim milestone of $1 trillion by 2034. The roadmap proposed sector-specific zones — CURE (Core Urban Region Economy), PURE (Peri Urban Region Economy), and RARE (Rural Agri Region Economy) — and ambitious projects like Bharat Future City, Musi River rejuvenation, a Dry Port, a 12-lane expressway to Krishnapatnam, and bullet train corridors linking Hyderabad with Bengaluru and Chennai.

The Chandrababu Naidu government in Andhra Pradesh has issued fresh orders restricting the use of 15th Finance Commission funds allocated to local bodies, delivering a major setback to sarpanches, MPTCs, and ZPTCs. Officials have directed that these funds should not be utilised until further instructions, triggering strong protests from elected representatives at the grassroots level.

Sources indicate that the government instructed officials to prevent the use of already released 15th Finance Commission funds in gram panchayats and mandal parishads. Acting on these directions, officials in several districts have issued formal orders instructing panchayats and mandal parishads to temporarily suspend fund utilisation, warning of strict action against anyone violating the directive.

The move comes as the tenure of sarpanches, MPTC, and ZPTC members is set to end in about three months. With their term nearing completion, several panchayat heads were reportedly attempting to withdraw and exhaust available funds from accounts. Complaints had surfaced that some sarpanches were pressuring secretaries to clear old bills and, in certain cases, allegedly generating bills for works that were never executed. These complaints prompted the Panchayat Raj and Rural Development Commissionerate to go on alert. During a recent teleconference with Zilla Parishad CEOs and district panchayat officers, senior officials ordered an immediate halt to the utilisation of Finance Commission funds, and districts have begun implementing these instructions.

The decision has sparked outrage among local body representatives, who argue that the freeze has brought developmental activities to a standstill. They contend that essential works at the village level are being affected and accuse the government of undermining grassroots governance at a critical juncture.

Dhurandhar has been enjoying a blockbuster run at the box office since its release on December 5 and has emerged as the highest-grossing Indian film of 2025. The Ranveer Singh–starrer has officially entered the ₹1,000 crore club at the global box office, cementing its place among the biggest Indian hits in recent years. According to Jio Studios, the film crossed the ₹1,000 crore milestone in just 21 days, with a total worldwide gross of ₹1,006.7 crore.

The film has shattered several records, surpassing earlier 2025 blockbusters Kantara Chapter 1 and Chhaava. Domestically, Dhurandhar has also performed exceptionally, collecting over ₹650 crore in India within 21 days. On Day 21, coinciding with Christmas, the film earned ₹28.60 crore, bringing its total net collection in India to ₹668.80 crore, and it is now approaching the ₹700 crore mark. The domestic collections include ₹218 crore in the opening week, ₹261.50 crore in the second week, and ₹160.70 crore between Days 15 and 20.

With these numbers, Dhurandhar has entered the list of the top ten highest-grossing Indian films based on domestic net collections, surpassing Ranbir Kapoor’s Animal to secure the ninth position. Directed by Aditya Dhar, the film’s gripping narrative and strong performances have contributed significantly to its phenomenal box office success. The makers have already announced a sequel in the post-credit scene, scheduled for release on March 19, 2026, in Hindi, Tamil, Telugu, Kannada, and Malayalam. With its record-breaking run and entry into the ₹1,000 crore club, Dhurandhar is set to close 2025 on a historic high at the box office.

Patang Review: Youthful Idea, Uneven Flight

Among the Telugu films released this Christmas, Patang is the only one that makes a clear attempt to cater to the youth. With a love triangle, friendship drama, and a kite-flying backdrop, the film promises a youthful vibe. But does it truly resonate with its target audience?

Plot:

Visky aka Vamsi Krishna (Vamssi Pujit) and Arun (Pranav Kaushik) are childhood friends who remain inseparable despite their contrasting lifestyles. While Arun belongs to an affluent family, Visky grows up in a modest basti. Their friendship faces an emotional test when Aishwarya (Preeti Pagadala), a confused and indecisive young woman, enters their lives.

Aishwarya initially falls in love with Visky but gradually finds herself drawn towards Arun. What follows is a series of misunderstandings and emotional conflicts, ultimately leading to a point where she must make a definitive choice.

Performances:

Preeti Pagadala comes across as pleasant and natural. Her characterisation strongly resembles the “Colour Swathi” template she has previously portrayed. While she has decent screen presence in the first half, her importance reduces significantly as the narrative progresses.

Debut actors Vamssi Pujit and Pranav Kaushik show confidence and comfort in front of the camera. Vamssi’s styling and body language seem inspired by Pradeep Ranganathan, which is evident in both his mannerisms and screen presence. Pranav Kaushik delivers a steady performance and holds his ground well.

SP Charan, Vadlamani Srinivas, and others in the supporting cast do justice to their roles. Director Gautham Vasudev Menon’s cameo as himself adds a mild surprise factor.

Technical Merits:

Jose Jimmy’s music carries a modern, urban flavour and suits the film’s tone. However, none of the songs stand out or leave a lasting impression. The cinematography is serviceable, but the editing is a major letdown, especially during the extended Patang competition portions that feel unnecessarily stretched.

Positives:

  • A few effective comedy moments
  • Core friendship conflict

Negatives:

  • Slow and dull stretches
  • Overlong kite competition sequences
  • Amateurish narrative execution

Detailed Analysis:

The film openly references classics like Devadas, Arya, and Prema Desam, pointing out how friendships often fracture when romance enters the picture. Patang attempts to tweak this familiar idea by making the woman’s indecisiveness the central conflict.

Unlike Prema Desam, where emotions remain largely unexpressed, Patang takes a more direct approach—the female lead openly develops feelings for both friends at different points. This angle provides mild freshness, at least initially.

The opening scene, where a child struggles to choose a kite due to too many options, cleverly mirrors Aishwarya’s personality. Her inability to make decisions extends from trivial choices to major emotional commitments. This metaphor is effective and sets the tone for the narrative.

The first half benefits from light-hearted humour and youthful moments, keeping the audience engaged. However, the second half derails the film’s momentum by dedicating excessive runtime to the Patang competition. What starts as an interesting concept quickly turns monotonous.

Arun, who has no prior experience flying kites, suddenly forming a team and undergoing exaggerated preparation sequences feels forced. The film treats the competition with the intensity of a high-contact sport, complete with physical training montages, which looks ridiculous and stretches believability.

Though the actual competition scenes gain some energy due to Vishnu Oi’s lively commentary, the director’s heavy Tamil cinema influence becomes increasingly obvious. From casting Gautham Vasudev Menon to overusing dramatic stock shots, the exaggeration peaks when the entire city of Hyderabad is shown watching the Patang competition on mobile phones, as though it were a high-stakes cricket match. Such moments feel over-the-top and unintentionally comical.

The climax, where the female lead is finally compelled to make a firm decision, is handled decently and offers some emotional closure.

Final Verdict:

Patang has a relatable premise and a youthful flavour but suffers due to weak execution, excessive runtime, and uneven storytelling. While it offers a few entertaining moments, it fails to maintain consistency throughout.

Bottom-line: A few enjoyable moments, but the film struggles to soar.
