India Proposes New IT Rules to Regulate Social Media News & Big Tech

On March 30, India’s Ministry of Electronics and Information Technology proposed a set of stricter regulations targeting both big tech companies and user-generated news content, signaling a significant shift in how online information may be governed in the country.

According to the proposal, news and current affairs content shared by users on social media platforms could come under government oversight. Authorities may be empowered to review, modify, or even take down such content if required. The proposal specifies that Part III (Rule 8) of the IT Rules will now extend beyond formal publishers and platforms to include individuals such as influencers and content creators who post news-related content. Previously, these rules were primarily applicable only to registered publishers.

While the move brings user-generated news into the regulatory framework, the ministry has clarified that it does not directly regulate individual users. Instead, it expands the scope of accountability within the broader digital ecosystem.

At the same time, the proposal introduces stricter compliance requirements for major technology companies, including Meta, Google, and X. These platforms will be required to treat government advisories and clarifications as part of their “due diligence” obligations. Failure to comply could result in the loss of legal protections in India, making them liable for user-generated content hosted on their platforms.

The ministry has opened the proposal for public feedback until April 14, stating that the amendments are primarily clarificatory and procedural in nature. According to the official note, the goal is to improve legal certainty, strengthen enforceability of government directions, and ensure effective oversight of online content, especially in the news and current affairs segment.

This proposal comes amid a series of recent regulatory changes in India’s digital space. The government has already reduced the deadline for platforms to remove flagged content from 36 hours to just three hours and introduced new rules addressing AI-generated content and deepfakes, aiming to enhance user safety and curb misinformation.

However, the proposal has sparked concern among digital rights advocates. The Internet Freedom Foundation has raised objections, warning that making government advisories binding could blur the distinction between guidance and law. The group argues that such changes may expand government control over online platforms and content.

The foundation also expressed concerns about the potential impact on freedom of speech, platform independence, and user rights. It cautioned that the proposed amendments could lead to increased censorship, particularly of political content, and may undermine due process by introducing obligations that go beyond the scope of the existing IT Act.

Overall, while the government maintains that the changes are aimed at improving oversight and accountability, the proposal has triggered a wider debate around regulation, free speech, and the balance of power in India’s digital ecosystem.

To address these issues, USCIS has placed certain categories of applications on hold, including asylum requests, diversity visa adjustment cases, and benefit applications linked to high-risk countries. The agency has also introduced enhanced identity verification through biometric checks, expanded monitoring of applicants’ social media and financial records, and reduced validity periods for some work permits to allow for more frequent reassessments.

As part of these reforms, a new initiative called Operation PARRIS has been launched to re-evaluate refugee claims through additional background checks, re-interviews, and merit-based assessments.

USCIS is also upgrading its systems to enable real-time alerts for biometric matches and newly identified criminal records before final decisions are made. At the same time, it is developing a more layered vetting model that integrates intelligence inputs, deeper criminal history checks, and advanced identity verification measures.

The agency is working closely with the State Department to conduct country-specific risk assessments, helping identify fraud patterns and security concerns. These insights will guide updated protocols for officers handling immigration cases.

Moving forward, USCIS has made it clear that applications currently on hold will only be processed after undergoing detailed scrutiny. The agency emphasized that its strengthened screening measures are aimed at ensuring that only eligible and thoroughly vetted individuals are granted immigration benefits, marking a clear shift toward stricter enforcement across the U.S. immigration system.

Canada is set to increase immigration-related costs, with higher citizenship application fees already in effect from March 31, 2026, and a broader hike in permanent residence (PR) application charges scheduled from April 30, 2026. The revised fee structure will apply across almost all immigration pathways, making the process more expensive for applicants under economic, family sponsorship, and humanitarian categories.

The changes cover all major permanent residence streams, including Express Entry, Provincial Nominee Programs (PNP), family sponsorship, protected persons, and humanitarian and compassionate applications. The Right of Permanent Residence Fee (RPRF) is also being increased as part of the revision. Under the new rates, applicants will see a rise in overall costs across categories. The RPRF will go up from CA$575 to CA$600, while processing fees for principal applicants under economic programs will increase from CA$950 to CA$990. Fees for dependent children will rise from CA$260 to CA$270.

Business immigration applicants will also be impacted, with principal applicant fees increasing from CA$1,810 to CA$1,895. In family sponsorship cases, the sponsorship fee will rise from CA$85 to CA$90, while the sponsored principal applicant fee will increase from CA$545 to CA$570.

Alongside the PR fee changes, Canada has already revised its citizenship application fee, increasing it from CA$119.75 to CA$123.00, effective March 31, 2026. Applicants who have already submitted their applications online and completed payment before the cut-off dates will not be affected by the revised charges. However, those who submitted paper applications earlier may still be required to pay the difference due to delays between submission and receipt by Immigration, Refugees and Citizenship Canada (IRCC).

Applicants who chose to defer payment of the Right of Permanent Residence Fee will have to pay the revised amount, even if their application was submitted before April 30, as the applicable fee will be based on the rate at the time of payment rather than submission. If additional payment is required, IRCC will notify applicants with instructions. Applicants must calculate the difference between the old and new fees for each person included in the application and complete the payment through the official IRCC online payment system. Payments can be made in a single transaction or multiple installments, with receipts generated for each payment that must be submitted as required by IRCC.
