Immigration, Refugees and Citizenship Canada (IRCC) has issued 228 invitations for permanent residency under the Provincial Nominee Program (PNP) in its latest Express Entry draw. The draw, held on September 15, 2025 (Draw #366), invited candidates with Comprehensive Ranking System (CRS) scores of 746 and above.
The tie-breaking rule for this round was set to March 31, 2025, giving priority to candidates who submitted their profiles earlier in cases where multiple applicants had the same score.
This draw represents a significant development for candidates in the Express Entry pool, as the CRS cut-off fell by 26 points compared to the September 2, 2025 draw, where the minimum score was 772. The lower threshold offers renewed opportunities for skilled workers seeking permanent residency through provincial nominations.
The Provincial Nominee Program remains a key pathway for skilled immigrants to settle in Canada. Provinces and territories use PNP streams to target individuals with the skills and experience needed to support their local labor markets, enabling successful candidates to secure permanent residency.
Meanwhile, candidates are reminded of the upcoming change to the CRS system. Starting March 25, 2025, points awarded for job offers in certain categories—including senior management and skilled occupations—will be removed. Those relying on job offer points are expected to see a drop in their CRS scores in future draws.
IRCC continues to use Express Entry as a central mechanism for managing skilled immigration, selecting candidates based on factors such as age, education, work experience, and language proficiency to support Canada’s long-term economic growth.
