AP Governor In A Tight Spot

Andhra Pradesh Governor Biswabhusan Harichandan seems to be in a tight spot as he is not able to take a final decision on the Three-Capital (Decentralisation of administration) and Repeal of CRDA Bills. He is reportedly examining all the issues raised by the state government, Opposition parties, advocates and Amaravati farmers on the Bills. He is also learnt to be consulting the Centre too. He is likely to defer his decision till he gets a clear understanding on the whole issue.

Both the bills are pending clearance both in the legislature as well as judiciary but even before that, the state government had passed the Bills once again in the Assembly and sent them for the Governor’s approval which is proving troublesome to him.

It is learnt that he is extensively holding discussions with legal experts on the legal and Constitutional issues associated with the Bills. In the wake of such a situation, it is likely that his consent to the Bills might be delayed.

The state government says the Bills should get the approval of the Governor as they have been passed twice in the Assembly. Finance minister Buggana Rajendranath, who acted as the government emissary, informed the Governor that the Bills were passed for a second time in the Assembly.

Meanwhile, leaders of the Opposition parties, including TDP chief N. Chandrababu Naidu, BJP’s Kanna Lakshminarayana, CPI leader K. Narayana told the Governor that consent to the Bills was not acceptable by law. Further, they appealed to him to send the Bills to the President’s consideration.

High Court Sadhana Samiti advocates, in a letter to the Governor, also requested him not to give his approval to the Bills. The farmers of Amaravati have been making appeals to him on a daily basis. They said that introduction of the Bills for a second time in the Assembly even when they were referred to the Select Committee was not as per the procedure. The state government which had earlier told the court that the Bills were in the Select Committee, is now, saying that the Bills were not sent to the Select Committee.

Meanwhile, some others say that the Centre had mentioned of only one capital in the AP Reorganisation Act and so, the government’s proposal of three capitals goes against it. If the capital has to be broken, then the Centre alone can do it and in such a case, the Bills have to be sent to the President, they say.

In view of the various contentions and the sensitive issues associated with the Bills, the Governor is trying to get a clear picture and then only take a decision. He is also contemplating to keep both the Bills aside for some time, if need be.

Trifurcation of the capital was proposed by the YCP government, led by Chief Minister Y.S. Jagan Mohan Reddy, after he was voted to power in 2019 general elections with a huge mandate of 151 MLA seats. The YCP leaders say that the mandate itself gives them the authority to take decisions regarding the welfare of the state and they feel there should be no opposition from any quarters to it. However, legal experts and Constitutional heads say the government should not forget that it should function as per the guidelines laid out in the Constitution as the country is a democracy and he is a part of it.

Everybody Stopped, Varma Continuing To Shoot Film

Although the governments of Andhra Pradesh and Telangana granted permission for the resumption of film and TV shootings, only a few filmmakers resumed their films, wherein most of others didn’t dare with a fear of coronavirus.

After shooting their films for few days under testing conditions, almost everybody pressed pause button for work, given there’s huge spike in corona cases for last couple of weeks in Telugu states.

However, director Prashanth Varma of Awe and Kalki fame is continuing to shoot his yet to be titled film on corona.

The director has been shooting his film for last five days till 9 PM every day and the work will progress for another nine days in Saradhi Studios.

Leading cast and crew is taking part in the shoot, by following all the recommended guidelines and precautions issued by the government.

In fact, this is the first film on the pandemic and the director has completed 40% of the shoot, much before lockdown was enforced.

Covid-19: Finally KTR responds on private hosps loot

The other day a most disgraceful incident took place in Hyderabad involving a private hospital looting common man in the name of Covid-19 treatment. Going into details, three persons from a family have tested positive of the virus and got admitted in a private hospital.

Before that the only survival in the family shared this whole episode in his Twitter handle which went viral. The youngster identified as Anreddy Radhesh tweeted that his mother and brother have died first of Covid-19 and later he and his father got infected. However Radhesh did not have many symptoms but his father’s health was gradually going down.

The hospital did not provide adequate treatment resulting in the death of all the three. But the hospital did not surrender the corpse of the victim’s father even after charging Rs 40 Lakh bill for all the three.

Radhesh alleged that the hospital showed clear negligence in handing his father and after his death, the hospital did not hand over the corpse as they asked to pay another Rs 7.5 Lakh. With heavy pain, Radhesh paid Rs 2 Lakh and the rest he was unable too.

Reacting to this story, KTR fumed on private hospitals looting people in testing times. He asked Health minister Etela Rajender to take a strict action against the hospital at the earliest.

Defectors from Cong turn a headache for KCR

Telangana CM K Chandrasekhar Rao has encouraged defection of several MLAs from Congress and the TDP into his TRS with a view to weaken the opposition parties and consolidate the ruling party.

But many of these defectors, particularly those who had come from the Congress party, have become a big headache for the chief minister with their actions that project the Telangana government in the bad light.

Take the case of former Congress minister and presently, TRS MLA from Khairatabad Danam Nagender.

A video of Nagender abusing the bank officials over the auctioning of a private property belonging to ex-MP Kavuri Sambasiva Rao went viral in the social media, landing the KCR government in an embarrassing situation.

While the bank sold the property to another bidder in open auction, Nagender who had an eye on the land tried to stall the sale stating that it was the government land. The bank officials had lodged a complaint with the police against Nagender.

Similarly, another TRS MLA Arikapudi Gandhi of Serilingampally, who had defected from the TDP in the past, got into news for wrong reasons.

He allegedly threatened revenue officials with dire consequences for stopping an encroachment of a lake in Kukatpally area.

On Tuesday, Pinapaka MLA Rega Kantha Rao, who had won on the Congress ticket but jumped into the TRS later, allegedly occupied the Congress party office building in Kothagudem and painted it with pink. The building, which was originally called Indira Bhavan, was renamed as Telangana Bhavan.

Several such defector MLAs of the TRS are creating troubles for the officials as well as the opposition parties, bringing a bad name to the KCR government.

It is learnt the chief minister has taken these issues seriously and decided to warn such leaders so that they would not repeat such acts.

No Decision Taken on Lucifer Remake!

Speculations are rife that the much-hyped “Lucifer” remake either has been shelved or VV Vinayak is going to take over the project.

The official sources, however, have denied both the reports. “Lucifer” has not been shelved.

Sujith was given to change the script to suit the image of Megastar Chiranjeevi. He has done that. However, Megastar is yet to take a call whether to go with Sujith’s changed script or rope in another director.

Sujith of “Saaho” fame has made enough changes to make it a commercial movie. Ram Charan recently hinted that he is tired of unverified reports about his production.

Chiranjeevi and Ram Charan are more worried about their current projects – “Acharya” and “RRR” than “Lucifer” remake.

Telangana health minister trying to ‘Reduce’ the panic or increase the ‘negligence’

Telangana Health Minster Eetela Rajender recently held a press conference and spoke about the state of transmission of the COVID-19 in Telangana. This is no different from the KCR’s previous press meets in terms of underestimation of COVID’s capability. Rajender’s words simply desired to reduce the panic among the people but they might also invoke negligence.

Rajender said that this virus even existed in a developed country like America and mentioned about the number of deaths that are being happened in that country. He later affirmed that the virus that has been spread in Telangana doesn’t have the capability to kill people effectively when compared to other counties and states. He cited the low number of deaths (>10) that are being happened in Telangana to support his statement.

The question from the netizens is, on what basis do Rajendra expressed his confidence over the incapability of the virus to kill the people? Are there any experimental determinations from the lab or epidemiological results that the government has analyzed and compared with other countries? Recently a top media channel did some sought of spy work and revealed that Telangana is deliberately under-reporting the number of deaths that are happening due to COVID infection and they rounded that number around ’50’.

Another point that Rajender mentioned is that it is a very common disease like Pneumonia and other viral infections and the people who got killed are the ones who neglected the infection and didn’t take proper medical treatment in-time. It is very unfortunate to hear these kinds of words from a Health Minister of the state. First of all, COVID cannot be compared to any other viral infection or condition. Its deadliest nature is the ‘ease of transmission’ and no virus can give competition to the Novel Corona Virus in this aspect.

Coming to deaths, there are so many people who lost their lives on ventilators in Telangana. The mortality rate depends upon the co-morbidity conditions, age, underlying disease, life threatening complications e.t.c but it is definitely not all about negligence. Though Eetela was trying to alert the people to get proper medical treatment at earliest, he can’t mislead the people with false and manipulated statements. The Telugu states suffered a lot already through these statements from the Chief Ministers and Eetela cannot repeat the same just to reduce the panic among the people.

Prakash Raj comments about RGV’s ‘Power Star’

Ram Gopal Varma created a big controversy with ‘Power Star’, a satirical film on Pawan Kalyan’s election campaign post-2019 election results.

When asked about the same, Prakash Raj made a set of interesting statements.

“I haven’t worked with Ram Gopal Varma till now but I have met him multiple times. He is a great person but he is certainly not ordinary. He has a unique ideology. Coming to ‘Power Star’, Varma tried to say something with the film. Those interested can watch the film and others can avoid. There’s nothing much to speak about it,” he said.

Prakash Raj further added that everyone knows about Pawan’s persona and a film showing him in bad light will have little to no effect.

“It is better not to pay much attention to Ram Gopal Varma,” Prakash Raj says.

Prakash Raj went on to say that Varma is not a bad person and people misinterpret his attitude.12

Actress Sai Sudha Levels Allegations on CI

Actress Sai Sudha who filed a case against cinematographer Shyam K Naidu for cheating her after making a promise to marry has now made serious allegations against the CI who was probing the case.

On Wednesday, she submitted proofs of SR Nagar Police Station taking Rs 5 lakhs to dilute the case against Shyam K Naidu.

She handed over the documents proving her allegation against CI Murali Krishna to Telangana Anti-Corruption Bureau. The Inspector has been asked to go on leave.

Shyam K Naidu reportedly forced her into a relationship with him, with a promise that he will marry her.

Upon her complaint, the police arrested him but CI Murali Krishna allegedly created a false document that both Shyam K Naidu and Sai Sudha had settled the issue amicably. She says she never withdrew the case against the cinematographer.

The actress wants Shyam K Naidu to be punished.

Turkey approves social media law that opposition calls censorship

Istanbul: Turkey’s parliament approved a law early Wednesday that gives authorities greater power to regulate social media despite concerns of growing censorship.

The law requires major social media companies such as Facebook and Twitter to keep representative offices in Turkey to deal with complaints against content on their platforms.

The government says the legislation was needed to combat cybercrime and protect users. Speaking in parliament Wednesday morning, ruling party lawmaker Rumeysa Kadak said it would be used to remove posts that contain cyberbullying and insults against women.

Opposition lawmakers said the law would further limit freedom of expression in a country where the media is already under tight government control and dozens of journalists are in jail. They called the bill the “censorship law.”

If a social media company refuses to designate an official representative, the legislation mandates steep fines, advertising bans and bandwidth reductions. With a court ruling, bandwidth would be halved, and then cut further. Bandwidth reductions mean social media networks would be too slow to use.

The representative will be tasked with responding to individual requests to take down content violating privacy and personal rights within 48 hours or to provide grounds for rejection. The company would be held liable for damages if the content is not removed or blocked within 24 hours.

Most alarmingly, the nine-article legislation also would require social media providers to store user data in Turkey.

Hundreds of people have been investigated and some arrested over social media posts on the COVID-19 pandemic, opposition to Turkish military offensives abroad or insulting President Recep Tayyip Erdogan and other officials.

Erdogan has demanded the law, vowing to “control social media platforms” and eradicate immorality.

Cyber-rights activist and academic Yaman Akdeniz tweeted: “A new and dark period is starting in Turkey” with the new law. He argued the law would be used to remove content critical of the government rather than to protect users.

Rights groups and the United Nations Office of the High Commissioner for Human Rights came out against the bill Tuesday ahead of the vote, with Amnesty International calling it “draconian.”

“If passed, these amendments would significantly increase the government’s powers to censor online content and prosecute social media users. This is a clear violation of the right to freedom of expression online and contravenes international human rights law and standards,” Amnesty International’s Andrew Gardner said.

Rights activists also argue that increased control of social media will also limit Turkish access to independent or critical information in a country where the news media is in the hands of government-friendly businessmen or controlled by the state.

Turkey leads the world in removal requests to Twitter, with more than 6,000 demands in the first half of 2019.

More than 408,000 websites are blocked in Turkey, according to The Freedom of Expression Association.

Online encyclopedia Wikipedia was blocked for nearly three years before Turkey’s top court ruled that the ban violated the right to freedom of expression.

54 million people in the country of 83 million are active social media users.

A July survey by polling company Metropoll showed 49.6% of respondents did not support a law that could limit, shut down or fine social media companies over content. Some 40.8% said they would support it.

Human rights groups and the opposition are worried over what they call the erosion of freedom of expression in Turkey, with thousands of people subject to criminal proceedings for “insulting” President Erdogan on social media.

Human Rights Watch expressed concerns that the law would enable the government to control social media, to get content removed at will and to arbitrarily target individual users.

“Social media is a lifeline for many people who use it to access news, so this law signals a new dark era of online censorship,” said Tom Porteous, deputy program director at Human Rights Watch in a statement before the legislation passed.

The legislation has aroused deep concerns for many Internet users in Turkey who mobilised online in recent weeks using the hashtag “don’t touch my social media”.

Social media companies did not immediately comment.

The law passed after 16 hours of tense deliberations in parliament, where Erdogan’s ruling party and its nationalist ally hold the majority of seats. It will be published in the Official Gazette after Erdogan approves it and will come into effect on October 1.

Government response

Ibrahim Kalin, Erdogan’s spokesman, brushed off fears the law would hamper free speech.

“There is no obstacle to social media users freely expressing their opinion,” he told CNN-Turk television on Tuesday.

“Here is the rule: whatever is a crime in real world is also a crime in cyber world … there must be a limit to criticism.”

Erdogan vowed to tighten government control over social media earlier this month after he said “dark-hearted” users insulted Finance Minister Berat Albayrak and his wife Esra, the president’s daughter, following the birth of their fourth child.

And last month, the Turkish leader met with a spate of negative comments during a video-conference with young people.

The Turkish presidency then turned off comments but there were 388,000 clicks on the “thumbs down” button, compared with 114,000 on the “thumbs up” button.

Erdogan is not a fan of social media despite a large following on different platforms, including Twitter.

He once compared the media platforms to a “murderer’s knife” and previously promised to “eradicate” Twitter.

His government previously blocked Twitter and YouTube in 2014 after audio recordings were posted implicating the president, then prime minister, and his inner circle in an alleged corruption scandal.

Erdogan’s aversion of social media also dates back to anti-government protests in 2013, which were often mobilised by Twitter and Facebook posts.

Corona in AP : 10,093 Cases, 65 Deaths in Single Day

Andhra Pradesh has reported a record number of Covid-19 cases in the last 24 hours. The state today reported 10,093 positive cases and 65 new deaths thus taking the total number of cases to 1,20,390 and the death tally touched 1213.

In the past 24 hours, 2784 have been recovered and discharged. While 55,406 Covid patients have been recovered so far, the total active cases as on today stand at 63,771.

AP claims to have done 18,20,009 number of tests so far. In the last 24 hours, the state tested 70,584 samples of which VRDL,Truenat and NACO tests account for 33,385 and Rapid Antigen tests account for 37,199.

On the whole, the highest number of Covid cases in AP is reported in East Godavari (17,739), followed by Kurnool (14,471), Guntur (12,816), Anantapur (12,358) and West Godavari (10,356) districts. These five districts are the top contributors to the state’s overall cases.

‘Sushant Wanted To End Relation With Rhea, As She Harassed Him’

The alleged suicide of Sushant Singh Rajput seems to take new and shocking turns each day. While there are nepotism allegations against many biggies from the film industry that forced Sushant to end his life, there is a new angle that is being probed into lately.

Sushant’s father filed an FIR against Sushant’s girlfriend Rhea Chakraborty under different sections of IPC like abetment of suicide, cheating, and others as the family found Rhea using Sushant’s credit cards and money during a Europe tour. Rhea Chakraborty’s advocates jumped into the scene and the actress now filed a petition to transfer the case to Mumbai from Bihar.

Apart from the family allegations and cases filed against Rhea, here is a twist from Sushant’s ex-girlfriend and best buddy Lokhande Ankita. The Pavitra Rishta actress reportedly revealed to the police of Bihar state during the recent questioning that Sushant wanted to end the relationship with Rhea Chakraborty as she’s been harassing him.

Ankita reportedly spoke to Bihar police in Sushant’s suicide investigation and revealed that the late actor had a WhatsApp chat with her during the Manikarnika release. Ankita said he wished her the best for the Manikarnika release in 2019 and got emotional. According to Ankita Lokhande, Sushant said he was ‘quite unhappy in the relationship and wants to end it as Rhea harassed him’.

Ankita went to Patna twice after Sushant’s death and met his sister Shweta Singh Kirit. She reportedly showed her the proofs of the chats between Ankita and Sushant and many other things they talked about Rhea.

Today, Ankita Lokhande, in a cryptic tweet wrote the words “truth wins”.
