Singapore: Singapore was criticised for being “cruel and inhumane” Wednesday after a death sentence was handed down via video-conferencing platform Zoom.

Malaysian drug trafficker Punithan Genasan was Friday sentenced to hang in a hearing conducted remotely due to restrictions in place to combat the spread of the coronavirus, court officials said.

The 37-year-old had been found guilty over the trafficking of at least 28.5 grams (1.0 ounce) of heroin, a crime punishable by death under the city-state’s tough anti-drugs laws.

The Supreme Court said that it was the first criminal case where a death sentence was handed down in a remote hearing.

Zoom has become popular during virus lockdowns worldwide for everything from virtual school classes to business meetings—but Human Rights Watch criticised its use to mete out capital punishment.

“The death penalty is inherently cruel and inhumane, and Singapore’s use of remote technology like Zoom to sentence a man to death makes it even more so,” said the group’s deputy Asia director Phil Robertson.

“It’s pretty astounding the prosecutors and the court are so callous that they fail to see that a man facing capital punishment should have the right to be present in court to see his accusers,” he told AFP.

The Supreme Court said that the hearing was conducted remotely “for the safety of all involved in the proceedings”.

Singapore maintains that the death penalty—a legacy of British colonial rule—is necessary as a deterrent against crime although rights groups have long called for it to be abolished.

France opposes Google, Apple setting terms, will build government-monitored COVID app

Paris: France, which has long been sceptical of the growing power of US Big Tech companies, is seeking to bypass Apple and Google for a smartphone app to help trace people infected with the novel coronavirus.

The move, which leaves France relatively isolated in Europe alongside Britain and Norway, reflects differences on how such apps should be structured, who has access to sensitive data and their effectiveness.

Being dependent on Apple and Google means “staying in an extremely restrictive framework for usage” of the data, said a source close to France’s contract tracing effort.

“It is Google and Apple who are defining the debate” in what is essentially a public health issue, the source added.

A number of countries, including India, have already deployed “contact tracing” apps on smartphones that track a person’s contacts and alert them if need be..

These apps can be based either on a decentralised or centralised architecture.

A decentralised architecture keeps the information about whom a person has been in contact with on the smartphone. If the person declares themselves to have been infected by the coronavirus, then those people deemed to have been in close contact for an extended period receive a notification to isolate themselves and get tested.

In a centralised system the data is managed by an authority, say a national health service, that would have access to the data to ensure those who are exposed are indeed following the proper health and isolation recommendations.

Apple and Google banded together last month to develop coronavirus contact tracing technology that would work across their operating systems.

The technology, set to be released later this month, embraces a decentralised architecture that would enable smartphone users to control their own data, and choose whether to notify the authorities if they have been exposed.

Titans setting the terms

Numerous tech experts and privacy advocates prefer a decentralised option because of data privacy concerns, worried about governments establishing databases that could be used for surveillance, even after the pandemic.

But France, along with London, contest that argument and prefer a centralised architecture that will provide them with the information needed to ensure the spread of the disease is effectively contained.

Norway also opted for a centralised system for its “Smittestop” or “stop infection” app launched last month.

To become an effective tool for public health authorities, a contact tracing app has to be widely used—experts say by at least 60 percent of the population—but also provide them with needed information about who is getting sick as well as where, which can be important for taking quick measures to close hotspots.

Decentralised apps that make use of the Bluetooth radios on smartphones can be built so they do not even record the location of where people are in contact.

Nations cannot easily go around Apple and Google and develop their own apps as Apple in particular makes it difficult to keep Bluetooth enabled in its operating system.

People would need to keep the app open at all times, an inconvenience that would likely lead to many people not having it running on their phones.

Systems rolled out

So far Apple has resisted pleas from France and other countries for help to get around that technical issue.

While the European Commission has not yet taken a formal position on the options, it acknowledges a decentralised system is better on data privacy grounds.

“If both approaches can be in conformity with data protection laws, from a point of view of minimising the collection of data, the decentralised approach is preferable as less data would be stored” on a centralised server, a Commission spokesman told AFP.

France hopes to have its app in operation on June 2, and the official leading its development has said it will work very well on an iPhone despite Apple’s lack of cooperation.

SC Clears Legal Hurdle For Local Polls In AP!

In a big relief to the Andhra Pradesh government headed by chief minister Y S Jagan Mohan Reddy, the Supreme Court on Wednesday cleared a major hurdle for the conduct of local body elections in the state by endorsing the upper limit of 50 per cent reservations for weaker sections.

A division bench of the Supreme Court led by Justice Arun Mishra upheld the earlier judgement of the state high court stating that the total reservations in the local bodies should not exceed 50 per cent.

The Supreme Court which heard a batch of petitions filed by the Telugu Desam Party leaders, directed that the state should stand by the earlier judgement delivered by Constitutional bench of the Supreme Court in 2010 in K Krishna Murthy vs Union of India case.

The judgement said the total percentage of reservations including those for SCs, STs and BCs should not be more than 50 per cent. It was no defended by the division bench.

The petitions were filed by TDP leaders K Ram Mohan Naidu, Kollu Ravindra, Konakalla Narayana and Palla Srinivasulu.

They argued that the government could enhance the reservations under special circumstances. But now, the SC ruled that the quota should not exceed 50 per cent.

Water sharing has always been a bone of contention between the two Telugu sates. In fact, Telangna demanded separation from Andhra Pradesh alleging injustice in sharing of river water, funds and employment (Neellu, Nidhulu, Niyamakalu).

However, the controversy over water sharing seems to never die down, even after the states got separated. Chief Ministers of Telugu states, K. Chandrasekhar Rao and Y.S. Jagan Mohan Reddy, who held meetings many times after assuming power in 2019, could not iron out the differences over key issues.

GO triggers trouble

Trouble brewed with AP CM Y.S. Jagan Mohan Reddy issuing GO No. 203 on May 5, 202, giving administrative sanction to build Rayalaseema Lift Irrigation Scheme (RLIS) that would enable lifting of an additional 3 tmcft of water from Srisailam reservoir and 3 tmcft daily from Sangameswaram project. Already, 4 tmcft of water is being drawn through Pothireddypadu from Srisailam backwaters.

The GO also mentioned of increasing the capacity of Pothireddypadu head regulator to draw more water when there is floodwater and the total expenditure was put at Rs 3,825 crore. The AP government said that the additional 3 tmcft of water would be supplied to Rayalaseema to meet the irrigation and drinking water requirements.

The GO further facilitates the AP government to take up the lining of Srisailam Right Bank Canal (SRBC) and Galeru Nagari, apart from expansion of the reservoir capacity of Banakacharla head regulator at a cost of Rs 939.65 crore, besides construction of additional infill regulator at a cost of Rs 36.95 crore in Gorakallu balancing reservoir. The AP government also gave clearance to modernisation of Galeru Nagari canals and SRBC canal network estimated to cost Rs 1,457 crore.

Now, these measures would not cause any harm to Telangana but lifting of an additional 3 tmcft of water from Srisailam, in addition to the already 4 tmcft being drawn through the Pothireddypadu head regulator raised the shackles of TS officials and people.

Intervention sought

Soon, the TS government lodged a complaint with the Krishna Rover Management Board (KRMB) stating that increasing the capacity of Pothireddypadu meant violation of the norms put forth by the apex water body and sought its intervention ins stopping AP from going ahead with the project. Telangna ministers said that drawing excess water would turn their region into a desert.

In response, the KRMB asked the AP government to submit the detailed project report of the RLIS. To this, the AP government lodged a complaint stating that the TS government built many projects like Palamuuru-Rangareddy, Dindi, Bhakta Ramadas and also took up water grid project under Mission Bhagiratha without appraising of them to the KRMB, CWC or the Apex Council. The AP irrigation authorities said that these projects adversely affected the projects already existing and those sanctioned for the state and making it hard to meet the water needs of the chronically and critically-drought prone areas of Rayalaseema, Nellore and Prakasam districts.

The Board then cited of a letter to the TS government asking it to submit DPRs of projects taken up in the state and reminded it that it had done anything in this regard so far.

KRMB stated that as per the Andhra Pradesh Reorganisation Act, 2014, functions of the board include “making an appraisal of any proposal for construction of new projects on Godavari or Krishna rivers and giving technical clearance, after satisfying that such projects do not negatively impact the availability of water to the other state.”

The Act also states that “No new water projects on Godavari or Krishna rivers can be taken up by the states of Telangana or Andhra Pradesh without obtaining sanction from the Apex Council on River Water Resources. All such proposals shall be first appraised and technically cleared by the respective board before sanction by the said Apex Council.”

Blame game

Meanwhile, Congress senior leader and TPCC president N. Uttam Kumar Reddy alleged that KCR and Jagan had a match-fixing deal and wondered how KCR could not get wind of the new LI scheme even while being in constant touch with his counterpart in AP on phone. He also alleged corruption in execution of the Kaleshwaram project and questioned how could tenders worth Rs 21,000 crore be opened and closed during the lockdown period.

Congress leader Revanth Reddy and BJP leader D.K. Aruna criticised KCR for showing discrimination against projects in south Telangna. Going a step ahead, Revanth Reddy said that the GO No. 203 was in fact prepared in Pragathi Bhavan but released by the AP CM in Amaravati.

In view of the criticism and protests by the opposition parties, the TS government moved the Krishna River Management Board (KRMB) and lodged a complaint against the AP stating that it cannot take additional water from Srisailam project as it was a common reservoir. The TS officials said that the state depends on Srisailam water for supplying water to Hyderabad and Mission Bhagiratha in erstwhile Mahabubnagar, Nalgonda and RR districts, apart from projects on Krishna rover like Kalwakurthy LI scheme, Palamur-Rangareddy LI scheme, and Dindi LI scheme.

The TS officials also demanded that telemetry be arranged at the Pothireddypadu head regulator to know how much water is being drawn by AP. In the absence of it, AP is indiscriminately drawing water outside the basin without any account, the TS officials pointed out. TS had been telemetry at Pothireddypadu since 2016 but that has not been done so far. The TS also alleged that apart from drawing 44,000 cusecs from Pothireddypadu, AP was also involved in diverting an additional 5,000 cusecs through a power channel.

What’s in a name?

Irrigation experts in Telangana said that to draw the additional water, the capacity of the Pothireddypadu head regulator has been expanded and the same is being called as the RLIS. They reminded that Y.S. Jagan Mohan Reddy was just continuing with what his father and former CM late Y.S. Rajasekhara Reddy had done with regard to the Pothireddypadu head regulator.

In response to this argument, the officials and people of AP maintained that they an do nothing by drawing more water as there were no reservoirs nearby Pothireddpadu to store the water and so the Telangna farmers need not fear of injustice being meted out to them.

On the other hand, AP CM Jagan Mohan Reddy questioned why were the TS officials opposing AP when it was taking its rightful share of Srisailam backwaters. Nothing beyond the rightful share can be taken as the KRMB would be monitoring the states, he said, adding that the schemes and other lining works were being taken up only to use the rightful share of water effectively.

Canal of discord

It is worth mentioning here that it was during Telugu Desam founder and former Chief Minister N.T. Rama Rao’s regime that Pothireddypadu head regulator was built and AP used to draw only 1 tmcft of water (approximately 11,000 cusecs) through it from Srisailam backwaters through gravity to supply it to Telugu Ganga project through Galeru-Nagari canal.

In 2005, after former CM late YSR came to power he enhanced the capacity of the Pothireddypadu head regulator and began drawing 4 tmcft from Srisailam backwaters which was opposed by the Telangana ministers and YSR stopped improving the water regulator. However, the AP government continued to draw 4 tmcft from the head regulator since then, for the last 15 years.

Pakistan records 1,932 new coronavirus cases, 48 deaths

ISLAMABAD: Pakistan recorded 1,932 new cases of the novel coronavirus and 46 fatalities during the last 24 hours, taking the total number infections in the country to 45,898 with 985 deaths, the health ministry said on Wednesday.

As many as 414,254 coronavirus tests have been conducted so far, it said, adding that 13,962 examinations were done in the last 24 hours.

Sindh recorded 17,947 coronavirus cases, followed by Punjab at 16,685, Khyber-Pakhtunkhwa 6,554, Balochistan 2,885, Islamabad 1,138, Gilgit-Baltistan 556 and Pakistan-occupied Kashmir 133.

So far 13,101 patients have recovered from the virus, the ministry said.

Pakistan has started easing in phases the coronavirus lockdown and partially resumed its domestic air services.

COVID-19 to push 60 million into poverty; USD 160 billion assistance to 100 countries: World Bank

WASHINGTON: The coronavirus pandemic is expected to put over 60 million people into extreme poverty globally, the World Bank has said as it announced emergency operations worth USD 160 billion in 100 developing countries to fight the deadly virus.

“The pandemic and shutdown of advanced economies could push as many as 60 million people into extreme poverty — erasing much of the recent progress made in poverty alleviation,” World Bank President David Malpass told reporters during a conference call on Tuesday.

“The World Bank Group has moved quickly and decisively to establish emergency response operations in 100 countries, with mechanisms that allow other donors to rapidly expand the programmes,” he said.

Of the 100 countries, home to 70 per cent of the world’s population, 39 are in Sub-Saharan Africa.

Nearly one-third of the total projects are in fragile and conflict-affected situations, such as Afghanistan, Chad, Haiti, and Niger.

“To return to growth, our goal must be rapid, flexible responses to tackle the health emergency, provide cash and other expandable support to protect the poor, maintain the private sector, and strengthen economic resilience and recovery,” Malpass said.

“This represents a significant milestone in the World Bank Group’s effort to deploy USD 160 billion over a 15-month period. So this is a milestone in the USD 160 billion that we have committed to,” he said.

Malpass said the programmes are tailored to the countries to effectively respond to the health, economic and social shocks that each of them are facing.

The programmes will reinforce healthcare systems and also help procure vital life-saving medical equipment and supplies.

And these programmes contain mechanisms that allow other donors to rapidly expand the programme, he added.

“We invite that. There can be co-financing, there can be additional donors parallel with these programmes, so it is important that we note that the programmes are expandable. And because of the breadth that means the interested donors and other multilateral banks can reach countries around the world,” the World Bank President said.

The Bank Group’s support through grants, loans and equity investments will be supplemented by the suspension of bilateral debt service, as endorsed by the Bank’s governors.

IDA-eligible countries that request a forbearance on their official bilateral debt payments will have more financial resources to respond to the COVID-19 pandemic and fund critical, life-saving emergency responses.

The International Development Association (IDA) is the part of the World Bank that helps the world’s poorest countries.

“The bilateral debt-service suspension being offered will free up crucial resources for IDA countries to fund emergency responses to COVID-19,” Malpass said.

“Nations should move quickly to substantially increase the transparency of all their governments’ financial commitments. This will increase the confidence in the investment climate and encourage more beneficial debt and investment in the future,” he added.

More than 310,000 people died due to the coronavirus pandemic and over 4.8 million people infected around the world.

The US is the worst-hit country with over 91,900 deaths and more than 1.5 million COVID-19 cases, according to Johns Hopkins University.

KCR, Jagan tied up secretly to divert Krishna water to Andhra: Uttam Kumar Reddy

HYDERABAD: TPCC President and Nalgonda MP N Uttam Kumar Reddy, on Tuesday, alleged that Chief Minister K Chandrasekhar Rao planned to divert Krishna Water to Andhra Pradesh through Pothireddypadu, which was a gross injustice to the people of Telangana. Addressing the media here on Tuesday, he alleged that a secret tie-up between KCR and Andhra Pradesh Chief Minister YS Jagan Mohan Reddy had led to GO 203.

He alleged that the AP government has been planning to lift 10 tmcft water to Rayalaseema through the Pothireddypadu and Sangameshwara projects at an estimated cost of Rs 6,825 crore. He said that the erstwhile Ranga Reddy, Mahbubnagar, Nalgonda and Khammam districts would face severe water problems if the AP government succeeded in its move.

Seeking KCR’s resignation, Uttam announced that the TPCC would take up a protest demonstration at the SLBC tunnel on June 2. TPCC working president and Malkajgiri MP A Revanth Reddy, who was also present said that late Y S Rajasekhar Reddy had initiated lifting of 44,000 cusecs of water in 2005 with the consent of Chandrasekhar Rao who was then a Union Minister. Bhongir MP Komatireddy Venkat Reddy termed KCR a traitor. He said the Congress would stop AP’s move at Pothireddypady in order to protect the interests of Telangana farmers.

G Kishan Reddy slams CM Chandrasekhar Rao remarks on economic package

HYDERABAD: Condemning Chief Minister K Chandrasekhar Rao’s comments on the Centre’s financial package to the State, Union Minister of State for Home affairs G Kishan Reddy asked whether the people of Telangana have not benefitted from the Rs 20 lakh crore package offered by PM Narendra Modi.

Kishan, while addressing the media via video conferencing on Tuesday, said, “The Chief Minister was expecting the funds to be credited directly to the State government’s account.” He asked KCR not to forget the Centre’s MGNREGA funds, which he had used up for road-laying work, Haritha Haram and Mission Kakatiya project.

Stating that all of the development work in villages across the State were being funded by the Centre, he said, “The BJP-led Centre has no objection if the State supplies free electricity to the citizens. But we are advising the CM to deposit subsidy amount to the discoms on time,” he said.

KTR asked to act against polluting industries

HYDERABAD: The Telangana Pollution Control Board (TSPCB), on Tuesday, asked the MAUD and Industries departments to take stringent action against industries which are illegally dumping their waste in water bodies.

In the last few months, there have been multiple complaints of industries dumping effluents into the nalas of Jeedimetla and Mallapur.

Several residents have also complained of stench emanating near Kukatpally, Miyapur, Tellapur and Nacharam areas. During a review meeting, the TSPCB asked Industries Minister KT Rama Rao to take urgent note of the issue and immediate action against violators.

The PCB also directed zonal and regional officials to intensify monitoring of air and water pollution equipment in all the industries both during day and night.

Additionally, the Member Secretary of PCB also directed regional officers to furnish daily status reports on such complaints.
