T’gana stares at 3rd wave of infections from migrants

Initially it was foreign returnees, then came the second wave with the return of attendees of the Tablighi Jamaat congregation in Delhi and now with the arrival of thousands of migrants, Telangana stares at a third wave of Covid-19 infections.

With at least 35 migrants testing positive for Covid-19 during the last five days, the state government has sounded an alert and stepped up surveillance at the entry points to check the spread of the virus.

It was on March 2 that Telangana had recorded its first coronavirus case and every time the government thought the worst was over, it faced a new challenge.

Late last month, both Chief Minister K. Chandrashekhar Rao and Health Minister Eatala Rajender had exuded confidence that with the decline in the number of new cases and higher rate of recovery, the state would be largely free from the disease by May 8. However, the spike in the number of cases during the last few days dashed their hopes.

Unlike the foreign returnees and Tablighi meet attendees and their contacts who could all be traced and screened, the authorities are finding it tough to keep track of all migrants returning home from other states.

Officials admit that the movement of a large number of people by different modes of transport following the relaxations in lockdown restrictions poses a challenge as many have already reached their villages.

So far 41,805 migrants have reached Telangana by road while 239 have arrived by train. The number of those arriving by special aircraft from other countries stands at 798.

What is causing concern to health authorities is that the majority of the migrants are from Maharashtra, the worst affected state in the country with nearly 26,000 cases including 975 deaths.

Health Minister Eatala Rajender admitted that the state faces the threat of a surge in the number of cases with the return of migrants.

With the increase in the number of travellers to the state following relaxations in the lockdown, Chief Minister Chandrashekhar Rao alerted the health department.

The evacuees from other countries reaching Hyderabad by special flights are being quarantined in hotels for 14 days. Those arriving by trains are being screened by the health personnel at the railway stations and all such people are being stamped ‘home quarantined’ on the hands.

The people entering the state by road are being examined by medical teams at the entry points. The asymptomatic are being quarantined at home or in government quarantine facilities while the symptomatic migrants are being isolated for testing.

To screen the migrants entering the state, 275 health teams have been deployed at 87 check posts in the border districts. About 1000 health personnel are working in these teams.

However, it is believed that before a proper screening system could be put in place at inter-state check posts, many people had already entered the state and reached their villages.

This was evident from the case of three migrants who returned from Mumbai. They voluntarily approached Gandhi Hospital in Hyderabad due to suspected symptoms and were found Covid-19 positive.

The health department has urged the general public to inform the local authorities in case they identify new persons or migrants who have arrived in the towns and villages.

Officials say all newly arrived people in every village are being identified and screened. ASHA workers are ensuring that they don’t step out of their houses for 14 days. Those with suspected symptoms are being immediately sent to hospitals for Covid-19 testing.

In the daily medical bulletin released by the health department, a new category ‘migrants’ has been added to the list of 33 districts. This was apparently done to ensure that the districts with zero cases so far and those with no cases for the last two-three weeks are not added to the category of red zone districts by the Centre.

Most of the migrants who tested positive belong to one of three districts which had not reported a single case so far. Many also hail from some of the 26 districts which saw no new case for the last two weeks.

The state recorded two deaths on Wednesday, taking the death toll to 34. Both the deaths were reported from Hyderabad, the worst affected district.

The state also reported 41 new infections, which took the state’s tally to 1367 cases. Ten of those who tested positive were migrants.

LG Polymers says special task force aiding gas leak victims, issues helpline for locals

VISAKHAPATNAM: Days after a styrene gas leak from its plant claimed 12 lives and left hundreds of people from nearby villages ill, LG Polymers India Private Limited on Thursday said it will soon set up specialised institutions to conduct surveys on the health and environmental impact and disclose the results transparently.

In a statement issued on Thursday, LG Polymers said a special task force is currently supporting the bereaved victims and families and visiting them at the hospitals and their homes. “Food and medical services have been organised for the residents who are returning back to their homes. Various support activities such as supplying medical and household goods and sanitation of homes will be continued,” the statement said.

Listing out the measures in the comprehensive care package being executed by it for the recovery of the affected people, LG Polymers said it will continue to work with government agencies to ensure all possible support for bereaved families and victims. “Suraksha Hospital has been commissioned and will take care of all residents’ health check-ups and future treatment,” it said, adding a helpline number has been set up for the villagers and it is already responding to queries from them.

“Our teams will carry out mid-to-long-term Corporate Social Responsibility (CSR) projects that can contribute to the local community based on suggestions of the residents,” LG Polymers said.

On the situation at the plant, the statement said that the company has begun the process of transportation of the Styrene Monomer (SM) inventory within the plant as well as in the styrene tanks at the port by vessels to South Korea to prevent and eliminate all risk factors.

“Our team of technical experts from the Seoul headquarters has arrived at the LG Polymers India Plant. The team of production, environment, and safety experts is currently investigating the cause of the incident and already supporting responsible rehabilitation which is their main objective,” the statement said.

Furthermore, the team is working closely with authorities concerned to analyse the cause of the incident, prevent recurrence and support damage recovery in a prompt and expedient manner, it said.

“LG Polymers India has identified comprehensive support measures to solve the situation quickly and responsibly,” it said.

Ramaphosa calls on people to be prepared to live with coronavirus

JOHANNESBURG: South African President Cyril Ramaphosa has cautioned the people to be prepared to live with the deadly coronavirus for a year or more and asked them to adapt to social distancing measures and wear face masks even after the lockdown is eased, minimising opportunities for the spread of the virus in the country.

South Africa has so far reported over 12,000 COVID-19 cases and more than 200 deaths, according to the Johns Hopkins University data.

The country has been under a nationwide lockdown since March 27. The president had last month announced a five-phase plan to gradually ease the lockdown imposed to combat the spread of the coronavirus in the country.

Currently, the country is on level four under which limited businesses are allowed to open, there is a curfew between 8 pm and 5 am and a ban on alcohol and liquor sales.

“While there is still much about the pandemic that is unknown, experts now agree that the virus will remain a threat to global public health for some time,” Ramaphosa said in his newsletter on Monday.

“We must therefore be prepared to continue to live with the coronavirus among us for a year or even more,” he said.

Stressing that life will not be like before after easing of the lockdown, he said, “we must be prepared for a new reality in which the fight against COVID-19 becomes part of our daily existence”.

“Even after lockdown – especially after lockdown – we will still need to observe social distancing, wear face masks, wash hands regularly, and avoid contact with other people. We will need to re-organise workplaces, schools, universities, colleges and other public places to limit transmission,” he said.

The president said that even the countries that have started easing their lockdown restrictions are doing so tentatively and with extreme caution.

“Like us, (other countries) have had to heed calls for economic activity to resume. Like our citizens, their populations are restive and frustrated with the curtailment of personal freedoms. At the same time, health experts around the globe are warning of a second wave of infections as public life resumes. A number of countries including Germany, Iran and China have seen a rise in new infections since they relaxed certain restrictions,” he said.

“We will be no different. We can and must expect infections to rise as more people return to work. We must accept the reality, prepare for it and adapt to it,” Ramaphosa said.

The President said the next phase of the national initiative will be to step up intensive screening, testing and case management programme.

“We will introduce new measures to make contact tracing more effective. We will need to implement mass sanitisation of workplaces, public transport and other spaces,” he said.

He called on the people to maintain a firm sense of personal responsibility as restrictions on economic activity and daily life are eased.

“In all that we do, in every sphere of life, we must take care of our own health and the health of others,” he said.

“The transition to the next phase of the coronavirus response, that of recovery, will be more difficult than the present one. The risk of infection outbreaks will increase. The demands on our clinics and hospitals and medical personnel will grow. That is why easing the lockdown restrictions must not result in careless behaviour by individuals or reckless practices by businesses keen to resume activity at the cost of human health,” he said.

Lauding the people of the country for the way they earlier handled the HIV/AIDS crisis in South Africa, which has the largest number of cases in the world, through their behavioural change, Ramaphosa called on them to react similarly to the COVID-19 crisis.

Finance Minister Nirmala Sitharaman addressing the press conference on May 13, outlined the first tranche of the contours of India’s massive Rs 20 lakh crore fiscal stimulus announced by Prime Minister Narendra Modi.

This package is aimed at all sections of the society such as middle class, farmers, SMEs, laborers, and industries and it is themed under ‘self-reliant India’. On Wednesday, the Finance minister announced a facility of Rs 3 lakh crores collateral-free automatic loans for business, including micro, small and medium enterprises (MSMEs), among other decisions.

Most importantly Sitharaman explained that Banks are not shying away from giving loans but the people themselves say that they will avail loans after the completion of the lockdown period and hence the sanctioned loans are not being distributed.

13000 people from Telangana to reach hometowns in AP

We have been seeing several stories of migrant workers moving from one state to another by walk. Andhra Pradesh Government decided to help the migrant workers without such trouble. Hence the Government arranged APSRTC buses to bring 13000 migrants from Telangana to Andhra Pradesh in the first phase.

Around 8000 from Hyderabad region and 5000 from Rangareddy region registered themselves for this service. AP Government kept a condition to the signed up people that they should visit the quarantine center in their respective places soon after reaching their home towns.

In the second phase, AP Government is planning to run buses to Karnataka and Tamil Nadu to bring back the migrant workers. There is no hike in the prices of the tickets and AC as well as Non-AC buses are available. Phase 1 buses will start the services in the next couple of days. Stay tuned for more updates.

Another Crucial Step Towards ‘English Medium’

AP CM YS Jagan received a moral boost when slight over 96 percent of parents and students voted for having English medium in government schools. This was done based on the directions of AP High Court and now Jagan got a free hand in introducing English medium. Accordingly the YSRCP government has issued a G.O announcing the introduction of English medium in government schools.

For the academic year 2020-2021, English medium will be initiated from 1st to sixth standard. All the schools under Education department, Panchayat, Municipal and Tribal authorities will be introducing English medium. But for the schools under minority section, the students and parents would be given a choice to select the medium of study.

But for the classes of 7th to 10th standard, the government plans to introduce English medium in yearly basis. Yet the YSRCP government made it mandatory to have Telugu as a subject.

The Education department has made many recommendations to the schools to follow the G.O. and among them is not to force students to take unnecessary measure to get used English medium quickly.

Finally, AP CM Jagan is doing what he had intended in the beginning to convert all the government schools with Telugu medium to English medium.

Shoojit, director of the film, talking to PTI said, “I have never experimented on a digital platform so this is the first time that we are releasing a film straight on a streamer. It is quite exciting as digital is going to be the future.”

Indian-origin engineer in US charged with USD 10 million COVID-relief fraud

NEW YORK: An Indian-origin engineer in the US has been charged with fraudulently seeking more than USD 10 million in loans under a coronavirus relief programme set up to help small businesses.

Shashank Rai, 30, allegedly sought millions of dollars in forgivable loans guaranteed by the Small Business Administration (SBA) under the Coronavirus Aid, Relief, and Economic Security (CARES) Act from two different banks by claiming to have 250 employees earning wages when, in fact, no employee worked for his alleged business.

Rai, who lives in Texas, is charged with violations of wire fraud, bank fraud, false statements to a financial institution, and false statements to the SBA.

“As alleged, Rai fraudulently pursued millions of dollars in loans intended for legitimate small businesses suffering the economic hardships of the COVID-19 pandemic,” Assistant Attorney General Brian Benczkowski of the Justice Department’s Criminal Division said.

US Attorney Joseph Brown of the Eastern District of Texas described Rai’s behaviour as “very brazen”, saying those who submit these applications for loans or other assistance need to understand that there are people checking on the representations made, and those representations are made under oath and subject to the penalties of perjury.

“Federal agencies are watching for fraud, and people who lie and try to cheat the system are going to be caught and prosecuted,” he said.

Inspector General Jay Lerner of the Federal Deposit Insurance Corporation Office of Inspector General (FDIC OIG) said the charges hold Rai responsible for his actions to “swindle money out of a federal program intended to help those in need during a pandemic crisis”.

“When an individual cheats the Paycheck Protection Program out of money, it deprives hard-working Americans and deserving small businesses,” Lerner said.

According to court documents unsealed Wednesday in the US District Court in Beaumont, Rai allegedly made two fraudulent claims to two different lenders to seek loans guaranteed by the SBA for COVID-19 relief through the Paycheck Protection Program (PPP).

In the application submitted to the first lender, Rai allegedly sought USD 10 million in PPP loan proceeds by fraudulently claiming to have 250 employees with an average monthly payroll of USD 4 million.

In the second application, he allegedly sought approximately USD 3 million in PPP loan proceeds by fraudulently claiming to have 250 employees with an average monthly payroll of approximately USD 1.2 million.

According to court documents, the Texas Workforce Commission provided information to investigators of having no records of employee wages having been paid in 2020 by Rai or his purported business, Rai Family LLC.

In addition, the Texas Comptroller’s Office of Public Accounts reported to investigators that Rai Family LLC reported no revenues for the fourth quarter of 2019 or the first quarter of 2020.

Materials recovered from the trash outside of Rai’s residence included handwritten notes that appear to reflect an investment strategy for the USD 3 million, which is the amount of money that he allegedly sought from the second lender.

The CARES Act is a federal law enacted in March this year and is designed to provide emergency financial assistance to the millions of Americans who are suffering the economic effects caused by the COVID-19 pandemic.

One source of relief provided by the CARES Act was the authorisation of up to USD 349 billion in forgivable loans to small businesses for job retention and certain other expenses, through the PPP.

In April 2020, Congress authorised over USD 300 billion in additional PPP funding.

Jagan Seeks Extension For Neelam!

At a time when there were rumours in a section of media that Andhra Pradesh chief secretary Neelam Sawhney is desperately trying to go on leave before her retirement, chief minister Y S Jagan Mohan Reddy sprang a surprise by seeking an extension of her services.

Jagan on Wednesday wrote to the Central government asking for a six-month extension for Neelam Sawhney who is going to retire on June 30. Though she still has one-and-a-months service, Jagan reacted well in advance and requested for her extensions.

Jagan brought to the notice of the Centre that it was hardly six months since Neelam Sawhney had taken charge as the chief secretary and it would be useful to the state if she gets an extension.

Though it is too early to say whether the Centre would entertain Jagan’s request, one doubts whether it would be accepted at all. In the last two instances, the Modi government did not entertain the state government’s plea for extension of chief secretary’s tenure.

During the Chandrababu Naidu’s regime, he sought extension of the term of two chief secretaries – first that of IYR Krishna Rao and later Ajeya Kallam. On both the occasions, the Centre rejected his pleas.

However, in the recent past, the Centre extended the services of several retiring IAS officers including Andhra-cadre IAS officer Preeti Sudan, keeping in view Coronavirus situation.

So, there is a possibility of the Centre accepting Jagan’s request!

Chiru Gives Full Freedom: Prabhas’s Director Utilising It

Much to anyone’s surprise, Megastar Chiranjeevi always picks directors who are not delivering super hits and makes them deliver a hit for him. Whether it is picking K Raghavendra Rao during Jagadekaveerudu time or VV Vinayak for Khaidi No 150, Chiru never missed delivering a punch. Similarly, he has now picked Saaho director Sujith Reddy for his next flick.

No doubt it is a shocker for many as Chiranjeevi picked Sujith even after the fact that Saaho has become a startling flop at the box office. The matinee idol might have got stunned by the stylish way Sujith conceives scenes and might have found him pretty apt to direct Lucifer movie remake. But then, he’s said to have given full freedom to the director to re-work on many scenes.

Utilising the freedom given by Chiranjeevi, even Sujith is said to be penning some new elevation scenes. At the same time, he is said to be strengthening the brother-sister bonding that is bit simple in the original. As the whole of the film’s plot depends on the hook, they are now giving some more dimension to this.

The only thing to be seen is, if Chiranjeevi will accept these changes after Sujith gives a final narration.

Will Pawan Kalyan Struggle To Get ‘Driving License’?

Of course, that is an illogical question, because top celebrities and political honchos like Pawan Kalyan will not be struggling to get a driving license. If they want one, they will get it. But we’re asking if he will do that at least on the silver screen?

With Pawan back to films and signing three movies in a row including Pink remake Vakeelsaab, Krish’s Viroopaksha and Harish Shankar’s Ippude Modalaindi (tentative title), many producers are approaching him for dates and offering him advances. A report in an English daily says that Pawan was approached by the makers of Malayalam film “Driving License” to star in this movie.

We have seen in Bollywood how a conflict between Superstar and his fan emerges out into a bitter war through Shahrukh’s FAN. Making a similar film, Malayalam hero Prithviraj’s “Driving License” has his playing a superstar while actor Suraj plays his fan and also a police inspector of the Road Transport office.
When the Superstar requests for a license without attending the test, someone leaks this to media, and disturbance arise between the star and his fan (police inspector). That leads to various twist and turns, and a dramatic ending. All the story is about the hero getting a driving license only.

Now the producers of this film are hoping that Pawan Kalyan will agree to do this unusual movie which has a different storyline. We have to see what happens.

Leopard spotted resting on road in Hyderabad

A leopard was spotted resting on a road at Mailardevpally on the outskirts of Hyderabad on Thursday, sending panic among the people.

The motorists passing through Katedan underbridge were shocked to find the leopard resting besides the road median early Thursday morning.

Locals alerted the police, who informed the forest department. A rescue team from the forest department with the help of police launched an operation to catch the feline.

The leopard, said to be injured, later entered a private farm on Shamshabad road. A forest official said the efforts were on to tranquilize and catch.

Earlier, passersby on the road captured the leopard on the cameras of their mobile phones. Police later stopped the vehicular traffic from both sides.

Meanwhile, forest officials on Thursday rescued Asian Palm Civet which had strayed into Golconda area in the city. A team of forest personnel captured the animal, which had entered Fateh Darwaza neighbourhood last night, causing scare among locals, who thought it to be a black panther.

Forest officials said the Civet was shifted to Nehru Zoological Park. They plan to leave it in forest after the necessary treatment.
