While complete details are still pending, experts anticipate stricter Labour Market Impact Assessment (LMIA) requirements, more demanding documentation, and restrictions on which jobs and regions will be eligible for foreign hires. This has raised concerns among employers in technology, healthcare, and other key industries, who argue that the new measures could make hiring more difficult, delay projects, and slow growth. Critics, however, maintain that the current system suppresses wages and strains public services.

Carney framed the reforms as “responsible immigration management,” intended to concentrate the program on sectors with proven shortages and reduce overreliance on temporary staff. The government plans to consult with provinces, employers, and settlement agencies throughout the fall before implementing the new framework.

For many foreign workers, including IT professionals and healthcare staff, the announcement has created uncertainty over visa renewals and long-term opportunities. Certain Religious Workers remain unavailable, and EB-5 unreserved visas jump to 1 February 2021, with set-aside EB-5 visas remaining current.

For Dates for Filing, EB-1 is now 15 April 2023, EB-2 moves to 1 December 2013, and EB-3 and EB-3 Other Workers advance to 15 August 2014. EB-4 shifts slightly to 15 February 2021, Religious Workers remain unavailable, and EB-5 unreserved remains at 1 April 2022, with set-aside visas still current.

Family-sponsored visas also show progress, with F2A seeing the most significant improvement. Final Action Dates for F1 advance to 8 November 2016, F2A jumps to 1 February 2024, F2B moves to 22 November 2016, F3 reaches 8 September 2011, and F4 remains steady at 1 November 2006. For Dates for Filing, F1 remains at 1 September 2017, F2A advances to 22 September 2025, F2B stays at 1 January 2017, F3 remains at 22 July 2012, and F4 moves slightly to 15 December 2006.

The Visa Bulletin provides critical guidance for individuals seeking green cards, indicating when they can submit their applications and when approvals are likely. For Indian applicants, the October 2025 bulletin offers meaningful forward movement in employment-based categories, the reopening of EB-4, and modest but notable gains in family-sponsored visas, particularly F2A. Despite ongoing oversubscription and delays, this update brings more hope and clarity compared with September, helping applicants plan their filings and track green card eligibility.

During the inquiry, ED officials questioned Lakshmi about the remuneration and commissions she received from the betting apps. Her bank accounts and agreements related to these deals were reportedly examined. Lakshmi told the officials that she had no knowledge of the operations of the app operators and assured them that she would not promote such apps in the future.

However, in a recent interview, Lakshmi addressed the issue publicly. She expressed frustration that several media outlets ignored key aspects of the investigation and instead highlighted minor details. She criticized the focus on her as the “last person” in the case, calling it absurd, and urged authorities and media alike to concentrate on where the issue originally began. She also shared that she was deeply hurt by certain misleading news reports about her.

Lakshmi clarified that during the investigation, she was accused of spreading false stories. She explained that the ED’s inquiry is aimed at tracking the flow of money in the betting app industry—where it comes from, where it goes, and whether funds are reaching terrorist organizations.

She also revealed that she had promoted only one of the roughly 100 betting apps under investigation and appeared for questioning because her name appeared on the list. However, she expressed distress over some incorrect claims made about her involvement. She further questioned why authorities have not clarified where these betting apps originally started, raising concerns about the broader scope of the investigation.
