Stop all ongoing works, Jagan tells officials
Faced with huge financial crisis in Andhra Pradesh allegedly due to mismanagement of funds by the previous Telugu Desam Party government headed by N Chandrababu Naidu, YSR Congress party president and new chief minister Y S Jagan Mohan Reddy began setting the system right in the right earnest.
Before leaving for the swearing-in ceremony at Vijayawada, Jagan discussed the financial position of the state seriously with the officials and gave certain instructions.
Soon after the oath-taking ceremony was completed, Chief Secretary LV Subrahmanyam issued a series of instructions to all the departments.
He asked the authorities to stop all ongoing works immediately.
He pointed out that a number of engineering works were sanctioned earlier without any norms and some of them even by relaxation of FRBM (Fiscal Restructuring and Budgetary Management) norms resulting in a huge burden on the state exchequer.
“There is also a case for a thorough review of ongoing projects as priorities have not been followed. Since most of the works are financially unwise, all the departments should halt the works till further review is made,” he said.
All the works sanctioned prior to April 1, 2019, but not grounded are cancelled. In the second case, the works grounded but expenditure is less than 25 per cent of originally estimated value shall be reviewed afresh.
“No payment will be done in this regard before obtaining orders afresh from appropriate authorities,” Subrahmanyam asserted.
The chief secretary also directed the secretaries to adhere to the motto and clearly state that they have undertaken a thorough review of works and procedures in vogue. If Business Rules have been moderated or sacrificed, steps are to be initiated for obtaining orders for appropriate authorities afresh, he warned.
At the same time, he directed the Director of Works Accounts to issue instructions to all the Pay and Accounts Officers, Assistant Pay and Accounts officers to clear the bills subject to certifying the bills as per the new guidelines by the DDOs concerned.
Jagan already said that he would cancel all the tenders and go for reverse tendering. He also ascertained that he will establish the irregularities and corruption in the previous tenders given by the TDP government, before cancelling them.
TIME Magazine Now Says Modi Has United India
After publishing a controversial cover photo and story called Prime Minister Narendra Modi ‘India’s Divider-in-Chief’ in its pre-election analysis, the TIME Magazine now has published a cover story that says ‘Modi has united India like no Prime Minister in decades.’ The article with this headline is indicative of a complete U-turn by the magazine on its stance.
In the editorial, the writer Manoj Ladwa, asked: ‘How has this supposedly divisive figure not only managed to keep power, but increase his levels of support?’ and answered: ‘A key factor is that Modi has managed to transcend India’s greatest fault line: the class divide’. Ladwa also credited Modi’s emergence as someone who has unified his origins in a backward caste – which the western media deliberately missed.
‘Narendra Modi was born into one of India’s most disadvantaged social groups,” he explained. “In reaching the very top, he personifies the aspirational working classes and can self-identify with his country’s poorest citizens in a way that the Nehru-Gandhi political dynasty, who have led India for most of the 72 years since independence, simply cannot,’ Ladwa’s editorial mentions.
The writer also adds that Modi was criticised unfairly. ‘Yet despite the strong and often unfair criticisms leveled at Modi’s policies both throughout his first term and this marathon election, no Prime Minister has united the Indian electorate as much in close to five decades,” he said, referring to Indira Gandhi’s massive 1971 victory,’ he elaborates.
Earlier, the TIME Magazine’s cover story by Aatish Taseer, son of noted right-leaning journalist Tavleen Singh, wrote the story and indicted Modi as a ‘Divider’ of India. The cover story remained on all international editions, except the US edition. Going by its earlier pre and post-election editions, it looks like the media too will not be spared from scrutiny!
Pic Talk: Pawan’ new look in casuals and jeans

YS Vijayamma’s Emotional Tears, Hugs Son Jagan
Throughout the oath-taking ceremony of YS Jagan as Andhra Pradesh state’s Chief Minister, it is his mother YS Vijayamma who has garnered all the attention. And definitely, her emotional tears are something that cannot many anyone forget the hardships she went into after YSR’s death.
After taking oath as CM, when Jagan got ready to deliver his first speech, as he went on saying that he is taking the CM post awarded by the people with blessings from his people, late father and mother, Vijayamma broke down into tears. She turned emotional after witnessing the speech of her son as AP CM, a post that was efficiently and legendarily held by her husband, late YS Rajasekhar Reddy.
As Jagan wrapped his speech with folded hands, Vijayamma also greeted people with folded hands and tears. She hugged her son and kissed him, while Jagan wiped tears from her face, once again giving the expression ‘Nenu Vunnanu’. That’s a sight every mother and son will get delighted.
Hoardings For Jagan Mushrooming In Hyderabad
We have already seen many bureaucrats rushing to Jagan’s residence and wishing him the best. Some have even fallen on the CM’s feat to take his blessing. Like how the YSRC supremo won the mandate with a massive number of seats in Andhra Pradesh, now hoardings are mushrooming for him in Hyderabad roads in the same way. All the prime hoarding spots in Banjara Hills, Jubilees and other routes that lead to the airport are decorated with wishes for him.
Especially there are those hoardings that cost lakhs per week, and it looks like people are not caring about the money when it comes to showing their love.

Rain disrupts YS Jagan’s swearing-in venue
In few more hours, YS Jagan will take oath as the new Chief Minister of Andhra Pradesh in Vijayawada at Indira Gandhi Municipal stadium. Grand arrangements are being at the venue by YSRCP folks but rain played the spoil sport.
On Wednesday night, Vijayawada city witnessed rain with thunder storms and this made Indira Gandhi stadium drench in water. All the VVIP and VIP seats got rinsed in water and there is less time to clear these. This is poor planning by the YSRCP as they could not do adequate arrangements in case if it rains during the Jagan’s swearing ceremony.
Meanwhile, YSRCP supporters are reaching Indira Gandhi stadium in large number. The police have taken over Vijayawada city and high security is being arranged for guests. No heavy vehicle will allowed to the city the whole day today.
YS Jagan is not the youngest CM
At 47 years, YS Jagan is set to be the Chief Minister of Andhra Pradesh. The fan base of Jagan and YSRCP claim that Jagan is the youngest CM and he is re-writing history. Well if we go by the facts, Jagan is not the youngest CM either in AP or India.
It was Prafulla Kumar Mahanata of Assam holds the record of being the youngest CM in the country. He took charge as CM at the age of 34 years. Then it was Arunachal Pradesh’s Pema Khandu who became CM at the age of 37 years. Then we have Akhilesh Yadav and Devender Fednavis who sworn-in as CMs at the year of 38 years and 44 years.
Coming to Andhra Pradesh, Nara Chandrababu Naidu took oath as CM when he was 45 years old. So this means Jagan is not the youngest CM of AP and Naidu still holds the record. Jagan is the second youngest CM and had YSRCP won in 2014, Jagan would have break the record of Naidu.

TRS’ downfall has begun: Revanth to KTR
Telangana Congress party working president and Malkajgiri MP Revanth Reddy shot off a missive to Telangana Rashtra Samithi (TRS) Working President, K.T. Rama Rao.
In an open letter addressed to the TRS Working President after winning the Malkajgiri seat, he said that the downfall of TRS has begun stating that the reduced majority in Siddipet and Sircilla are an indication of that. He observed that the majority for the TRS in the above Lok Sabha constituencies has dropped drastically. “The anti-TRS wave is slowly gaining ground in the state but the TRS leaders are not able to accept the fact,” he said.
He said that the TRS was living on the remnants of the past elections, held five years ago, when the results were in favour of the party and this shows the leaders are trying up to cover up facts by being over smart, he said. “It is your family members who faced defeat in Karimnagar and Nizamabad LS constituencies but you are citing lame excuses for it.”
In Siddipet constituency, where TRS leader Harish Rao has a good hold, the party witnessed a dip in terms of majority, Revanth Reddy said, adding that even in Sircilla, represented by K.T. Rama Rao, support to the party has taken a plunge.
Revanth Reddy, known for his vociferous anti-TRS stance, never left any opportunity to criticise the party president K. Chandrasekhar Rao and his family members. It is expected that his attacks on the ruling TRS may continue as he has been targeted several times by the pink party-run government.
