The war of words between Telangana and Andhra Pradesh has intensified over water sharing between the two states as the two governments are reluctant to go back on their stand at a meeting in New Delhi.Telangana Irrigation Minister Harish Rao said the Krishna River Management Board had no right to allocate water and management of projects until the tribunal finalised the quota.
Meanwhile, Andhra Pradesh Irrigation Minister Devineni Uma Maheshwara Rao maintained that the two states should abide by the decisions taken by river board as per the AP Reorganisation act.
After the meeting with centre, the two ministers held press meets and took strong exception to the stand taken by each other on Krishna and Godavari water sharing.
North Korea’s Kim Jong-Un says new missile can strike US bases in Pacific
North Korean leader Kim Jong-Un hailed the successful test of a powerful new medium-range missile as a direct threat to U.S. military bases across the Pacific, as the U.N. Security Council met late Wednesday to consider its response.Mr. Kim, who personally monitored Wednesday’s Musudan missile test, applauded a “great event” that significantly bolstered the North’s pre-emptive nuclear attack capability, the official KCNA news agency reported.“We have the sure capability to attack in an overall and practical way the Americans in the Pacific operation theatre,” Mr. Kim was quoted as saying.
The Musudan has a theoretical range of anywhere between 2,500 and 4,000 km, with the upper estimate covering U.S. military bases as far away as Guam.After a string of failures in recent months, North Korea tested two Musudans on Wednesday, one of which flew 400 km into the Sea of Japan (East Sea).KCNA said the missile had been fired at a high angle to simulate its full range, and had reached a maximum height of more than 1,400 km.The success of the test “marked an important occasion in further strengthening the nuclear attack capacity of our state,” Mr. Kim said.

The launch was condemned by the international community and the U.N. Security Council met for closed-door consultations on how best to respond.France’s deputy U.N. ambassador Alexis Lamek, whose country holds the council presidency, told reporters after the meeting that Council members had been united in “deep concern and opposition” to the test which was a clear violation of U.N. resolutions.Existing U.N. measures prohibit North Korea from using ballistic missile technology.The United States, NATO and Japan also denounced the test, with South Korea vowing to push for tighter sanctions on Pyongyang.
Experts warned that Wednesday’s success marked a significant step forward for a weapons programme that ultimately aspires to develop an intercontinental ballistic missile (ICBM) capable of delivering a nuclear strike on the U.S. mainland.The North has displayed an ICBM, called the KN-08, which uses the same engine technology as the Musudan but has never been test-fired.

Jeffrey Lewis, director of the East Asia Non-proliferation Program at the Middlebury Institute of International Studies in California, said the international community had to find a way to get Pyongyang to accept a missile test moratorium.“If we do nothing, this ends in a successful flight test of the Musudan-based KN-08,” Mr. Lewis said.The front and inside pages of Thursday’s edition of North Korea’s ruling party newspaper, Rodong Sinmun, were plastered with pictures of a clearly elated Kim Jong-Un watching the test and celebrating with military scientists.
There were also multiple photos of the missile blasting off from a mobile launcher near the eastern port of Wonsan.The international outcry suggests North Korea could face renewed sanctions, either on a unilateral level or from the United Nations.After Pyongyang conducted a fourth nuclear test on January 6, 2016, followed by a long-range rocket launch February 7, the Security Council adopted its most punishing sanctions yet against North Korea.Any further measures would require the support of veto-wielding permanent council member China, traditionally the North’s closest ally.
Responding to Wednesday’s launch, China’s Foreign Ministry had cautioned against “any action that may escalate tension” and called for a resumed dialogue on Pyongyang’s nuclear drive.U.S. Defence Secretary Ashton Carter, meanwhile, stressed the importance of strengthening U.S. missile defence systems, including those deployed among regional allies South Korea and Japan — a strategy strongly opposed by China.“We need to stay ahead of the threat by making sure that our missile defenses are good qualitatively, but also constantly expanding,” Mr. Carter said.
BlackBerry’s top goal to make devices profitable this year: CEO
BlackBerry top priority this year is making its devices business profitable, its chief executive said on Wednesday, even as it weighs the future of its hardware operation.‘The device business must be profitable, because we don’t want to run a business that drags onto the bottom line,’ Chief Executive John Chen told investors at the company’s annual meeting. ‘We’ve got to get there this year.’Chen has previously said a decision would be made by September on the future of the unit, which has suffered a sustained drop in sales in recent quarters.But at the meeting, attended by around 100 people, he said he sees better opportunity in providing services that enable increasingly commoditized hardware to do more.
‘I don’t personally believe handsets will be the future of any company,’ he said.BlackBerry, once the smartphone market leader before being displaced by Apple Inc and competitors run on Alphabet Inc’s Android platform, has worked to reposition itself as a software and service provider focused on device management for large organizations.In its presentation to investors, the company said it expects the broader market for types of software it is producing to expand to $17.6 billion by 2019, from $525 million in 2012 and below $4 billion in 2015, powered by growth in medical, legal, financial and automotive industries.
But some of those in attendance were skeptical about BlackBerry’s ability to deliver on its strategic pivot.‘The first word that comes to mind is lackluster,’ said one shareholder at the meeting who declined to give his name. ‘Time is running out.’Chen reiterated that BlackBerry wants to grow its software revenue by 30 percent in this fiscal year, which he estimated would be double overall market growth, and to notch positive free cash flow.
BlackBerry is due to report first quarter results on Thursday.

Veteran Telugu actor JV Ramana Murthy dies at 83
Veteran Telugu actor JV Ramana Murthy died on Wednesday after a brief stay in hospital. The actor was 83.According to reports, the actor was undergoing treatment for a heart related illness. Brother of popular Telugu actor, JV Somayajulu, Murthy started acting in plays when he was a child. He made his Telugu cinema debut in 1957 with the film, MLA.
The actor went on to do 150 films including Maro Charitra, Gorintaku, Aakali Rajyam, Batasaari, Saptapadi, Shubalekha, Sirivennela and Ananda Bhairavi. He is best remembered for playing Girisam in the cult play, Kanyasulkam.
Not all is bright and shining with LED light: Study
Excessive blue light emitted by light emitting diodes (LED) can adversely impact human health, according to a report recently released by the American Medical Association (AMA) Council on Science and Public Health. The report looked at LED street lighting on U.S. roadways.While LED lighting has several advantages, the excessive blue light it emits can be harmful. The human eye perceives the large amount of blue light emitted by some LEDs as white. Blue light directly affects sleep by suppressing the production of the hormone melatonin, which mediates the sleep-wake cycle in humans.
Compared with conventional street lighting, the blue-rich white LED street lighting is five times more disruptive to sleep cycle, the report said. Although more research is needed, evidence available suggests a long-term increase in the risk for cancer, diabetes, cardiovascular diseases and obesity caused by chronic sleep disruption due to exposure to blue light.The excessive blue wavelength contributes to glare effects as a result of larger scattering in the human eye.Contrary to the popular notion that bright LED lighting increases road safety, the report says discomfort and disability glare caused by unshielded, bright LED lighting negatively impacts visual acuity, thus “decreasing safety and creating road hazards”.
Glare forms a veil of luminance that reduces the contrast, thus in turn reducing the visibility of a target. The report also notes that unshielded LED lighting causes papillary constriction, leading to “worse night-time vision between lighting fixtures.” Intense blue spectrum can even damage the retina.The correlated colour temperature (CCT) of first-generation LEDs, which are currently used, is 4,000K. Higher CCT values indicate greater blue light emission, and in the case of 4,000K LED lighting, 29 per cent of the spectrum is emitted as blue light.
However, at 3,000K, the blue light emitted is only 21 per cent and appears “slightly warmer in tone”. While discomfort and disability glare is reduced, there is only a 3 per cent drop in energy efficiency compared with 4,000K LED lighting.More attention should be paid to proper design, shielding and installation so that no light shines above 80 degrees from the horizontal, the report says.Unless blue-light emission from 4,000K LED street lighting is restricted, retrofits using these lamps could result in 2.5 times increase in lighting pollution, said a study (World Atlas of Artificial Night Sky Brightness) published in the journal Science Advances,“Strong consideration should be made for effective shielding and limiting CCT of outdoor lighting to 3,000 Kelvin or lower,” the AMA recommends.

Demanding a white paper on the MoUs signed by the TDP government with foreign companies in the capital area region, YSR Congress has said that the State should categorically tell where the commercial space would be given to the farmers who gave up their land.
“What is happening in the capital areas region is not known to the outside world and the three Singapore companies have joined CRDA to form a consortium which was given 1,700 acres of land for development, details of which are not known. We demand that the state publish a white paper on the issue and also specify as to where the farmers would be getting the commercial space in lieu of the land they had given up,” party MLA A Rama Krishna Reddy told reporters here on Wednesday.
There are reports that the foreign companies had bought the land at Rs 4 crores per acre and the entire deal and how the capital area work is progressing should be put on public domain by publishing a white paper, he said.
There are fears that the foreign companies were given the right to sell the land which makes it a commercial proposition and in any venture the natives should have an upper hand but here the foreign companies are holding 52% stake while CRDA has only 48% which makes the deal murkier, he said adding that the option of selling 32% of the stock is given to the Singapore companies.
